  • Manages the overall operation of the Development Control Officer team, which is responsible for a variety of Development Permit approvals, including review of residential permits, non-residential permits, regulation of signs, landscape and site design requirements, and other development permit requirements, such as agreements
  • Ensures positive customer/applicant interactions with City processes, continuous customer service initiatives and process improvements.
  • Represents and coordinates responses to appeals at the Development Appeals Board or Saskatchewan Municipal Board.
  • Oversees enforcement matters relating to the Zoning Bylaw, such as land use violations, or failure to comply with development permit requirements or conditions.
  • Has a working knowledge of construction practices and requirements.
  • Provides interpretations of the Zoning Bylaw to stakeholders and staff.
  • Attends and makes presentations on behalf of the Department at public information seminars.
  • Relieves and supports the Development Control Officers in their duties as required.
  • Follows all rules and regulations as set out in the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
  • Provides feedback to Planners regarding the performance and improvements to regulations in the Zoning Bylaw.
  • Ensures requirements for permits and processes are up to date to ensure customers understand submission requirements.
  • Monitors internal and external processes and implements changes in response to changing demands and customer service needs.
  • Responds to escalated inquiries by applicants and citizens related to decisions made by the Development Control Officer Team
  • Provides for the effective and efficient operation of the area by recruiting, selecting, and developing staff, providing direction, leadership, and mentoring, assigning duties and reviewing employee performance.
  • Performs related work as required.
QUALIFICATIONS:Knowledge, Abilities and Skills:
  • Knowledge of all aspects of Zoning Bylaw administration and enforcement, and relevant sections of the Planning and Development Act, 2007.
  • Maintains knowledge of the existing city, and its ongoing growth and change.
  • Ability to effectively lead, supervise, support, and manage staff, including developing and mentoring to achieve objectives and manage performance in accordance with corporate objectives.
  • Ability to effectively provide training and development to staff related to all aspects of the Development Control Officer Team.
  • Ability to interpret plans, sketches, blueprints, and specifications and to recognize deviations from Zoning Bylaw.
  • Ability to understand and execute oral and written instructions.
  • Ability to establish and maintain effective working relationships with the staff and the public.
  • Ability to use software to retrieve building permit information and generate reports.
  • Knowledge of the general rules and regulations of the Provincial Occupational Health and Safety Act.
  • Ability to work with considerable independence demonstrating sound decision making, time management and organizational skills, problem analysis, conflict resolution and mediation skills.
  • Ability to exercise sound judgement with a view to enforcing regulations with firmness, assertiveness, impartiality and using principles of ethical conduct.
  • Ability to thoroughly understand and interpret the meaning and implications of related bylaws, regulations and statutes and ensure fair and consistent application.
  • Ability to conduct on-site evaluations and exercise sound judgement while enforcing regulations with firmness, impartiality and in a timely manner.
  • Ability to use windows-based software programs such as word processing, spreadsheets, and e-mail.
  • Ability to work outdoors for periods of time as required by work assignments.
EDUCATION AND EXPERIENCE:
  • The knowledge, skills and abilities required for this position are obtained through the completion of a two (2) year diploma in Architectural Technology or educational equivalent combined with six (6) years related experience working in a development or planning field, including two (2) years working directly in zoning administration. Supervisory experience and training in supervisory development is considered an asset.

  • Must possess a valid driver’s license and have available the use of a vehicle. (A travel allowance is provided).
