Community Employment Facilitator

Vine Place Community Centre Inc. is seeking an energetic and enthusiastic person for the role of Community Employment Facilitator. This position will provide holistic programming and service delivery that supports individuals with personal management and empowerment. This will involve both individual case consultation and formal structured programs as dictated by client(s) needs.

Community Employment Facilitator will be the initial point of contact for engaging individuals in their first step on the road to personal development and preparation for their future advancement. In an ongoing process, life skills and personal development support will be provided on an individual basis as well as in group settings. This course of action will require personalized planning along with linking clients to relevant programs and services provided by government departments and other community agencies.

Pay: $24.72/hr for 35 hours a week.

Duties and Responsibilities
Section 1 - Program Planning & Organization

  • Employment counselling
  • Access and use labour market information
  • Job search skills development
  • Resume and cover letter writing preparation
  • Ensure Employment & Training Assessments (ETAs) are completed in a timely manner
  • Completion of the Employment Readiness Scale (ERS) to determine job readiness
  • Assist with filling out forms: SIN, MCP, RNC record check, bank accounts, Canada Learning Bond
  • Job maintenance – follow up with clients bi-weekly for 3 month period once they start working, for early intervention supports
  • Career decision making
  • Increase awareness and assist with application process for educational financial supports such as student aid, scholarships, bursaries and grants
  • Actively promote AES programs and services for a) career development b) for further education and c) for return to work or school supports
  • Market and support youth with the application process for the Fry Family Foundation scholarship program and the Newfoundland and Labrador Housing scholarship program
  • Work closely with neighbourhood schools for youth return to school action plan

Section 2 Program Effectiveness

  • Liaise and collaborate with counterparts, resource people and other professionals to ensure the effective and efficient program content;
  • With, implement the annual program evaluation process for your programs: assess the strengths of each program and activity, identify areas for improvement, communicate recommendations to Executive Director, and implement changes

Section 3 – Program Controls

  • Through monitoring of expenditures, ensure that the programs and activities operate within the approved budget and according to established accounting procedures;
  • Ensure that all financial records, including petty cash and receipts for expenses, are regularly updated and submitted;
  • Identify and evaluate the risks associated with program activities, including risks to and from volunteers, and take appropriate action to control the risks;
  • Monitor the progress of all programs and activities on a regular basis;
  • Ensure that the work environment is safe, healthy, and supportive and that any incidents, accidents, occupational hazards or other are reported.

Section 4 – Program Planning and Organization

  • Determine the education outcomes for each program to enhance program delivery;
  • Develop and implement effective strategies to recruit individuals with the right skills;
  • Implement an intake and screening process for delivery of service to achieve the best outcomes for participants;
  • Schedule each participant that will provide meaningful work and ensure that s/he receives a job description and schedule for each assigned volunteer position;
  • Supervise program staff by providing direction, input, feedback and coaching;
  • Plan and implement formal and informal recognition activities to recognize achievement.
  • Outreach is key to supporting individual and the Provincial Poverty Reduction Strategy NL ensuring participants are aware of existing programs and services, and assisting in the navigational tools.

Section 5 – Reporting

  • Administer forms and records to document programs and activities;
  • Collect and maintain records on the users of the programs and activities for statistical purposes, according to the VPCC confidentiality/privacy policy;
  • Assist in preparing a report on the Stats program to be included in the VPCC Annual Report;
  • Complete all reports required by VPCC policies and procedures, including bi-weekly timesheet and monthly progress report, in a timely manner.

Section 6 – Promotions

  • Communicate with users and other stakeholders to gain community support for programs and to solicit input to improve programs;
  • Promote the poverty deduction program to gain community support and interest;
  • Assist in developing and distributing the monthly newsletter and calendar to tenants and others.

Section 7 – Other Duties

  • Assist the other staff in maintaining a clean and healthy work environment, including keeping offices and program areas clean and tidy;
  • Assist with conflict resolution among users, other staff and volunteers;
  • Ensure the security of the building at the end of the work day; and
  • Other duties, as required.

Required Knowledge, Skills and Abilities:

  • Post-secondary education in community development or similar;
  • Knowledge of and experience in program development and management;
  • Knowledge of and experience in volunteer recruitment and management;
  • Knowledge of social housing client group and/or issues related to their engagement;
  • Ability to build strong working relationships with people and partners of all backgrounds;
  • Commitment to working from a client-centred, community development perspective;
  • Proficiency in the use of computers for: word-processing, basic accounting, databases, spreadsheets, e-mail and Internet; and
  • Proficiency in use of office equipment: computer, fax and photocopier.

  • Solve problems: assess situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problem.
