Bi-Weekly Hours: 75.0 hours bi-weekly (Commencing Immediately)This position conducts comprehensive care service inspections, reports on, and monitors private facilities as per the CCF and NH Act, Regulations, Operational and Care Service Standards for Private Nursing Homes (NH) and Community Care Facilities (CCF). A key focus of the position is to help ensure quality care of residents within a safe and appropriate environment. This position leads inspections and is required to participate in related discussions with operators and Directors of Care. Inspectors are called on to conduct investigations related significant events and complaints to provide expert advice based on current best practices. Duties include: - Conducting comprehensive inspections, documenting inspection notes and completing follow up reports of licensed community care facilities and private nursing homes in accordance with the Community Care Facilities and Nursing Homes Act and Regulations to ensure compliance with legislation and standards for licensing; - Recommending referrals for expert advice on management of complicated issues such as self-neglect, aggressive behaviours, palliative care, adult protection, psycho geriatric consultations, and community-based resources;- Receiving complaints and concerns from public, providers, residents, families, operators and Department of Health and Wellness in a timely and professional manner and completing the following steps under the direction and in collaboration with the CCFNH Consultant;- Identifying training priorities for facility staff education sessions, researching new and specific topics; clinical knowledge needs, knowledge transfer of advances in provision of long term or community based care services, and use of evidence based practice;- Providing expert nursing knowledge regarding best practices and risk reduction in care services, e.g. long-term care clinical standards, falls prevention, person centered care, referral resources for in-depth assessments and specific community expertise e.g. allied health professionals;- Assessing and evaluating all records and services provided to residents, i.e., supportive services, laundry, housekeeping, personal care, gerontological nursing services, assessment of levels of care, care plan design, development and implementation;- Providing results of inspections, events or complaints to the CCFNH Consultant and collaborate with the Consultant regarding recommendations and proposed follow-up; - Advising operators of areas where facility does not meet standards providing advice and direction on necessary corrective actions and monitoring operator’s response to recommendations;- Collaborating and consulting with Health PEI staff to assist with augmenting care services in private facilities (i.e. adult protection, McGill Centre, Community Mental Health, SMHRT Team, and other community based resources);- Assisting with the coordination of prompt referrals to relevant agencies/other providers when necessary (e.g., RCMP, Adult Protection, Public Trustee, Public Guardian, and Home Care) and other related duties.
Qualifications
Minimum Qualifications: - Baccalaureate Degree in Nursing with considerable experience in Gerontological Nursing or a RN Diploma with extensive experience in Gerontological Nursing.- Certification in Gerontological Nursing. - Experience in nursing leadership/supervisory work (i.e. human resources, team building). - Must be registered or eligible for registration with the College of Registered Nurses of PEI. - Experience and knowledge interpreting relevant legislation and regulations i.e. CCFNH Act, Public Health Act, Occupational Health & Safety Act, and other related legislation.- Must have proven leadership and facilitation skills and the ability to build and maintain effective working relationships and partnerships.- General knowledge of Fire Safety Codes, Mental Health Act, Adult Protection Act, and other relevant legislation. - A good previous work and attendance record. - The successful applicant must provide a satisfactory Criminal Records Check with vulnerable sector screening prior to beginning employment. - Excellent communication (interpersonal and writing) skills; strong organizational, analytical, and decision-making skills. - Proficient in the use of computers; Microsoft office program to develop reports and statistics (i.e. word, excel, presentations etc.). Other Qualifications: - Experience in nursing in a variety of health care settings is preferred. - Experience in Conflict Resolution and Adult Education considered an asset.- Additional relevant education and experience will be considered an asset.Please Note: Preference will be given to UPSE Civil employees as per UPSE Collective Agreement.Please ensure the application clearly demonstrates how you meet the noted qualifications as applicants will be screened based on the information provided.
