Missions and Responsibilities


Provides oversight and direction to the Purchasing Services functions, including the management of a team supporting all field operations and engineering internal customers with professional competitive bidding, proposal analysis, negotiation and contract development for goods and services. In addition, provide oversight and direction to purchasing functions through leadership. Oversight includes the management of orders, relationships with purchasing stakeholders and suppliers, and overall optimization of supply chain practices.


KEY RESPONSIBILITIES

  • Provide overall leadership and direction for the Purchasing Services team.
  • Reporting on group and overall SCM KPIs.
  • Prepares reports on Supply Chain cost savings and reporting both internally and externally.
  • Prepares presentation documents and assists in presenting finding to all level of management.
  • Maintain strong lines of communication with other Supply Chain departments, key customer groups, and other relevant departments.
  • Collaborate with engineering, field operations, and operations services, legal and administrative departments to design and implement creative solutions to maximize supply chain effectiveness.
  • Participates in reviewing emerging opportunities within the supply community and acting as an advisor to management.
  • Makes recommendations on process improvements in Supply Chain practices.
  • Ensure appropriate skills development to enable professional growth.
  • Ensuring that all requests have clearly defined mechanical and performance specifications and/or scope of work to effectively communicate Air Liquide requirements to potential suppliers.
  • Maximizing the purchasing power of Air Liquide USA, to reduce our total cost of ownership and increase efficiencies and measure these savings.
  • Ensuring timely and accurate placement of purchase orders/contracts in accordance with the requirements of internal customers and the approved supplier list maximizing the savings achieved in each transaction.
  • Enters purchase orders into the ERP system and manages assigned teams workload.
  • Protecting Air Liquide through sound commercial and legal terms incorporated in the purchase order or contract.
  • Effectively issuing requests for proposals, analyzing technical and commercial responses from suppliers on required products and services, negotiating the requirements and sourcing the requirement through accepted suppliers.
  • Ensuring that supplier issues after the sale are resolved timely and effectively. This includes but is not limited to delivery issues and quality issues.
  • Identifying and implementing pricing agreements with preferred suppliers for continuous improvement and cost savings
  • Managing all blanket orders to ensure expiration dates do not lapse before renewal.
  • Engineering, technical or business degree or relevant supply management experience.
  • Understands and demonstrates knowledge of all purchasing functions, contracts, legal restraints, fair business practices, uniform commercial codes, purchasing ethics and knowledge of sources for gathering information.
  • Possesses the ability to prepare and evaluate bid packages.
  • Displays proficient knowledge and use of Oracle 11i procurement and reporting modules.
  • Proficient in the use of MS Office suite of products, including MS Word, Excel, and Powerpoint.
  • Solid understanding of logistics (suppliers, movement of material, insurance requirements).

Competencies and Profile
  • Experience: Minimum of 5-8 years of progressive experience in Supply Chain Management organizations.
  • Education : Bachelor’s degree in finance, accounting, or other business related fields. Purchasing services experience will be considered.
  • International travel required periodically.
  • Demonstrates solid written and verbal communication skills.
  • Languages - English & French (Must) , Spanish (Preferred)
