Job Summary

Cannabis legalization represents an historic shift in public policy. British Columbia has prioritized the goals of protecting children and youth, promoting health and safety, keeping the criminal element out of cannabis, keeping our roads safe, and supporting economic development. The Community Safety Unit, operating within the Ministry of Public Safety and Solicitor General, is charged with the responsibility of conducting inspections and investigations of illegal and unlicensed cannabis sales, supply and production and related operations to ensure compliance with federal and provincial cannabis laws.

The province-wide cannabis compliance and enforcement program addresses non-compliance of cannabis legislation in regard to illegal and unlicensed cannabis sales, supply, and production. The Community Safety Unit’s team of investigators conducts inspections and investigations that may result in regulatory action, including the issuance of administrative monetary penalties or recommendations for provincial or criminal charges to Crown. Investigators are responsible for ensuring that their duties are conducted in a professional manner and in accordance with the principles of administrative fairness and consistent with the Charter of Rights and Freedoms, so that the objectives of the legislation are upheld, including protecting public health and safety, preventing young people from accessing cannabis, and deterring criminal activity. Investigators are familiar in the differences between regulatory and investigative aspects of the role.

The ideal candidate has working knowledge interpreting and applying legislation, regulations, policies and procedures to determine the appropriate course of action when conducting inspections, investigations and enforcement and expertise in conducting inspections and investigations involving violations and criminal activities. You are a highly effective communicator with conflict resolution skills. As a skilled information gatherer, you elicit and analyze information and deal with investigative issues in a calm manner and using sound judgement. Job Requirements:

  • A Diploma, certificate or equivalent in a related discipline such as administrative law, investigation and enforcement, or criminology. An equivalent combination of related education and experience may be considered.
  • Three (3) years or more of experience (within the past five years) in a compliance and enforcement environment.
  • Three (3) years or more of experience (within the past five years) in conducting inspections or investigations.
  • Experience producing written fact-based evidentiary reports of a complex and technical nature while maintaining confidentiality.

Preference may be given to applicants with the following:

  • Experience with covert operations and surveillance.
  • Recent policing experience (within the last three years).
  • Experience utilizing Major Case File Management.
  • Experience with regulatory inspections or investigations in the Provincial government; and
  • Experience writing, preparing, and organizing search warrants, sometimes involving multiple agencies.


SPECIAL REQUIREMENTS

  • Satisfactory background and security screening to qualify as a Special Provincial Constable (Must have completed the basic Special Provincial Constable training requirements or equivalent (Canadian Police or Law Enforcement Basic Training) OR has partially completed OR is in the process of completing this training).
  • May be required to travel alone, late at night in remote areas of the province, under a variety of weather conditions.
  • Required to work weekends, evenings, on a flexible, as needed, schedule.
  • Must have the ability to sit for long periods in poor conditions while carrying out observations or surveillance.
  • Must be able to respond to provocation, threats, and intimidation tactics in a professional manner.
  • Valid BC driver’s licence required.
  • Required to work in locations that may pose a variety of risks/hazards (e.g. weapons, drug use, clandestine labs, prostitution, organized crime, remote locations, poor weather, etc.).
