Intent of the process

The purpose of this process is to staff current and future vacant positions within the National Hydrological Services.

A pool of qualified or partially assessed candidates may be established and may be used to staff similar positions at these groups and levels with various language requirements, in various locations, with various tenures (casual employment, acting, assignment/secondment, deployment, term and/or indeterminate), and various conditions of employment within Environment and Climate Change Canada.

Education:

EN-ENG-03 & EN-ENG-04

Graduation with a degree from a recognized post-secondary institution in civil engineering, water resources engineering, mechanical engineering, geological engineering, or some other engineering specialty relevant to the duties of the position.

Degree equivalency

Experience:

EN-ENG-03 & EN-ENG-04

*Recent and/or **Significant experience in conducting hydrologic or hydraulic or hydrometric projects or studies.

*Recent and/or **Significant experience in data management, analysis and review, including applying statistical principles.

• Recent experience in writing scientific or technical reports and/or documents.
• Recent experience in applying project management principles and practices in carrying out projects.

EN-ENG-04

*Recent and/or **Significant experience in project management; developing proposals and workplans.

• Recent experience in the evaluation and/or management of human, financial and material resources; or evaluation and/or implementation of water management decisions.

• Definition of Recent Experience

For EN-ENG-03, minimum of 2 years of experience in each element within the last 5 years and would include experience during academic study.
For EN-ENG-04, minimum of 4 years of experience in each element within the last 7 years.

**Definition of Significant Experience
Significant experience is defined as the depth and breadth of experience normally associated with having performed a broad range of various and complex related activities. The amount, the complexity and the diversity of handled cases, as well as the autonomy level may also be taken into consideration.

Graduation with a master’s or higher degree with specialization in Water Resources from a recognized post-secondary institution

Degree equivalency

Occupational certification:
Currently registered as a professional Engineer in Canada with specialization in an engineering specialty relevant to the position

*Recent and/or **Significant experience in planning and conducting field campaigns for the acquisition of relevant water resources data in lake and river environments (e.g. hydrometric, hydraulic, hydrological, environmental, DEM data).

• Recent experience in applying hydraulic principles to carrying out floodplain mapping projects.
• Recent experience with geospatial data and in the use of standard GIS tools (e.g., ARC-GIS, Q-GIS, MapInfo).
• Recent experience in use and application of programming languages (e.g. Python, R, Javascript) and tools used in water resources engineering computer programming and software development (e.g., Linux, git, conda)
• Recent experience in applying statistical data analysis methods to evaluate the performance of numerical models
• Recent experience in evaluating transboundary waters issues in Canada
• Recent experience in developing and/or maintaining partnerships with internal and/or external groups or organizations.

• Recent experience in the management of transboundary waters in Canada
• Recent experience in providing strategic advice on water-related scientific issues to senior management.

Driver’s license must be currently valid in a Canadian province or territory.
Requirement to travel occasionally at times for extended periods of up to 2 or 3 weeks.
Requirement to occasionally work overtime.
Requirement to occasionally work in remote locations and in extreme weather conditions.
Requirement to complete mandatory corporate and occupational safety and health training and occasionally undertake field work that could include working in and around water, wading, working on cableways and bridges or on ice.
