Position: Researcher/Policy Analyst II, Jordan’s Principle

Classification: Technical Support

The Federation of Sovereign Indigenous Nations (FSIN) is seeking a highly motivated individual for the position of Jordan’s Principle Researcher/Analyst II that will be located out of Saskatoon. The individual will be responsible for data collection, tracking and reporting to ensure that valid, reliable, accurate and complete data is collected and available for the purposes of reporting to the
First Nations of Saskatchewan.

The candidate will provide research, technical or analytical information and provide written documentation for briefings, updates, forward planning towards the development and implementation of a Saskatchewan First Nation’s Jordan’s Principle Strategy. The candidate will work closely with team members to leverage expertise and ensure completion of deliverables on time and within budget.

Responsibilities:

  • Provide technical support by reviewing designing structures, systems or processes; promote and aid in the formulation, coordination, integration and the implementation of a communications plan to inform and support First Nations specifically for Jordan’s Principle;
  • Assist with the creation of a Jordan’s Principle long term strategy and for seamless transition;
  • Assist with engagement sessions with First Nations, government officials, leadership, etc., to develop a Saskatchewan First Nations Jordan’s Principle Strategy;
  • Provide policy briefings, work plans, Terms of Reference and guiding documents;
  • Assist with communications, briefings, newsletters, templates;
  • Research legal and historical documentary/archival reports;
  • Inform all First Nations of on-going Jordan’s Principle work;
  • Liaise with other levels of government;
  • Identify stakeholders in order to gain feedback;
  • Analyze the research completed to date and provide an overview; and,
  • Client intake calls and appropriate referrals.

Data Collection:

  • Collection, maintenance and analysis of data;
  • Research legislation, policies, procedures and resources;
  • Develop database for intake calls for policy negotiations and development;
  • Ensure privacy and confidentiality are protected and maintained;
  • Assess the performance of ISC (approvals and denials) in delivering services through Jordan’s Principle; and,
  • Assess the scope and nature of needs to inform the development of a longer-term approach to implementing Jordan’s Principle.

Qualifications

Education

  • Bachelor’s Degree in the Health, Social Sciences, or Public Administration fields is an asset or equivalent work experience related to the position.

Experience

  • Equivalent combination of education and direct experience working with Jordan’s Principle and First Nation individuals with complex medical conditions and disabilities may be considered;
  • Experience in applied research and policy analysis;
  • Experience in working with policy makers, advocates and others to develop policy options and strategies to achieve change;
  • Experience in plain language writing, communicating with diverse stakeholders, editing and presenting information and working with community groups;
  • Strong background in health and social policy, including and understanding the barriers of First Nations children, youth and families accessing programs and services; knowledge of the interaction among social development and health programs;
  • Thorough knowledge and understanding of First Nations customs, culture and history; strong understanding of and demonstrated commitment to the principles, values and mandate of the FSIN;
  • Working knowledge of relevant legislation, programs, services and understanding of their application and implications for Saskatchewan First Nations children and their families as they are affected by lack of programs, services and supports;
  • Proven proposal development skills, and familiarity with relevant government funding bodies;
  • Ability to prioritize, multi-task and organize work effectively and under pressure;
  • Good computer skills including Excel, Word, Desktop Publishing, PowerPoint, photo editing and internet; and,
  • Ability to travel frequently as required.

Salary is based on an established grid and commensurate with qualifications and experience.
