About the Inspectorate of Policing
The Inspectorate of Policing (IOP) is a new division, established to meet the legislative mandate of the Inspector General of Policing under the Community Safety and Policing Act, 2019 (CSPA). The IOP will monitor, advise, conduct inspections and investigate complaints with respect to the delivery of policing and compliance with the CSPA and its regulations, as well as investigate complaints related to board member misconduct. The Centre for Data intelligence and Innovation (CDII) will lead data analytics and modelling to identify trends and/or issues for action. Additionally, the CDII will lead research, evaluation and reporting in collaboration with the community and experts to monitor and measure the delivery of policing in Ontario and foster transparent and accountable policing.

What can I expect to do in this role?

In this role, you will:
  • Provide strategic leadership, expertise, guidance, project leadership and team coordination on multidimensional/multidisciplinary initiatives measuring and reporting on performance and compliance with the Community Safety and Policing Act, 2019 and regulations
  • Direct development and implementation of consistent processes, standards, measurements and reporting of organizational and operational performance.
  • Provide leadership in managing a diverse, multi-disciplined team in carrying out performance measurement, monitoring, reporting, analysis and trend identification
  • provide strategic, evidence-based options and recommendations to senior executives.
  • Develops, maintains, and manage relationships with municipal, provincial, and First Nation police services to ensure adequacy and effectiveness of policing services in Ontario.
  • Coordinates outcomes-based performance and evidence-based compliance metrics to support operational compliance and organizational effectiveness.


How do I qualify?

Strategic Leadership Skills:

  • You have experience providing strategic direction, guidance and coaching to staff and/or project teams.
  • You have demonstrated experience leading large scale change initiatives, and establishing new processes, procedures and a shared vision.
  • You have experience fostering an environment of inclusion, high performance, learning, growth and continuous improvement.
  • You can lead the establishment of a new multi-disciplinary team, and demonstrate experience managing human resources, including recruitment, employee relations, training, and performance management.
  • You are familiar with contract management and procurement practices to ensure management of resources in maximizing the quality of services.


Communication and Relationship Management Skills:

  • You have experience building and maintaining relationships across the organization, and with external partners, to gather input, build consensus and deliver on priorities.
  • You have excellent judgement and demonstrated political acuity to manage with highly visible, complex and politically sensitive issues.
  • You have demonstrated oral and written communications skills to make presentations, prepare comprehensive business reports and briefing notes.
  • You can summarize audit reports to identify strengths, areas for improvement and priorities for outreach.


Technical Expertise:

  • You have demonstrated experience building and implementing performance measurement frameworks.
  • Demonstrated ability to acquire knowledge of policing services and have the ability to interpret the associated legislation, policies and procedures to evaluate the effectiveness of business process and quality assurance measures.
  • You can develop and implement quality assurance and compliance monitoring mechanisms for complex service provider arrangements.


Research and Project Management Skills:

  • You have proven project management skills to achieve effective results in the areas of quality assurance and compliance including other related initiatives.
  • You can conceptualize, plan, and lead a range of analytics and statistical research initiatives to improve strategic decision-making and overall program accountability measurement.
