Salary: $93,600 - $110,118

With seven branches and four OPL Express locations (book lending kiosks & hold lockers) throughout Oakville, OPL strives to meet its customers where they are.

The Manager, Collection Development has the exciting opportunity to be an integral part of our growth. Oakville Public Library is building a brand new 16,000+ square foot branch in North Oakville slated to be opened in 2024 as well as an additional two branches in the 10 year capital forecast. As Manager, Collection Development, you will provide the guidance and expertise for brand new library collections while leading the daily operations for the Collections & Acquisition department. Under the direction of the Director, Innovation and Integration, you manage all aspects of collections services and bring oversight for collections to demonstrate equity, inclusion, and intellectual freedom commitment in our work.

What you’ll do
As Manager, Collection Development you will:
  • Manage the daily operations of the collections and acquisitions department that includes local and digital collections, selection, inter-library loan, acquisitions and cataloguing, and processing units.
  • Determine strategic directions for the provision of all library collections system wide.
  • Create a customer-driving, collaborative and productive environment that delivers high quality, effective collections and services that are responsive to the needs of the diverse community of Oakville.
  • Foster a climate of innovation, and encourages new ideas and formats in collections.
  • Develop, and monitor, procedures, as well as a collection development policy. Guide and support the selection and de-selection of materials in all formats for all audiences.
  • Optimize service delivery through the training of staff system-wide.
  • Develop department performance metrics to assist in the ongoing analysis of department workflow.
  • Work with technology teams to develop statistical and analytical tools; collects, organizes and analyzes data on library collections.
  • Develop, implement, and evaluate a new local content strategy.
  • Ensure all contracts, and procurement of services, meets the requirements of Town of Oakville Procurement Policy by-law. Works with Town Purchasing and Finance departments to negotiate, monitor and evaluate contracts with vendors and service providers including pricing, licensing and other agreements.
  • Develop and monitor annual and multi-year operating budgets related to library materials, supplies, and associated services system-wide and within the Department.
  • Respond to public and staff inquiries and facilitates a timely resolution of issues.
  • Work collaboratively with the management team in decision-making, strategic planning, goal setting and public relations.
  • Knowledgeable of the day-to-day operations of the library and the pivotal role collection plays.
  • Responsible for the hiring, evaluating, supervising, scheduling, disciplining, and motivating of direct reports.
  • Search and respond to trends, practices, and innovations that enhance the quality of library services.
  • Commit to bringing an equity focus to the work of the portfolio by seeking to understand and break down barriers to access and increase inclusion. Uphold and demonstrate the values of the library and professional library community, in support of intellectual freedom, copyright and equity of services.

We’re looking for someone who can:
  • Exhibit excellent communication and inter-personal skills.
  • Demonstrate understanding of emerging trends in publishing, physical and digital library collections, advancements in public libraries, and customer driven collection development.
  • Proven skills in all aspects of supervision, including team leadership, training, hiring, evaluating, coaching and motivating staff.
  • Demonstrate knowledge and experience in the principles and practices of accounting, budgeting and financial planning.
  • Provide solid organizational skills, including attention to detail and multi-tasking.
  • Exhibit problem-solving and analytical skills; aptitude for statistics and numerical literacy.
  • Experience working in a unionized environment
Your experience and educational background:
  • Minimum of five (5) years of library experience, including at least two (2) years in a manager/supervisor capacity.
  • Master’s degree in Library and Information science from an ALA accredited institution.
  • Experience in library collection development and maintenance; experience with technical services is preferred. Strong knowledge of library operations.
