Regional Medical Associates (RMA) is a not-for-profit organization whose members are full-time clinical faculty of the Faculty of Health Sciences of McMaster University. RMA provides billing, collection, accounting and business expense payment services to its members in support of the advancement of education and research related to the provision of professional health services. The provision of these services enables clinical departments in the Faculty of Health Sciences (FHS) at McMaster in administering clinical practice plans. RMA Inc. is a taxable, wholly-owned subsidiary of RMA and provides medical billing and collection services to non-member physicians on a fee-for-service basis. RMA Inc. may provide services to either part-time faculty enrolled in FHS Department Practice Plans or physicians who are not enrolled in such Practice Plans.


RMA has recently undergone an external strategy, governance and operational review to identify strategic opportunities and determine future governance, operational and technological requirements for the organization. A transformational shift in RMA governance and operations will be required to support the future direction of the company. A cultural shift will also be required focusing on continuous improvement, enhanced communications and service delivery excellence. RMA is looking for a leader to drive this transformation.


Canadian citizenship or domicile in Canada with an intention to obtain Canadian citizenship is a requirement. Job Summary


The Executive Director is responsible for supporting the Board President and the Board of Directors and its associated Committees. To this end the Executive Director will work under the direction of the President and RMA Board of Directors to set strategy and planning for the organization, including development and reporting on targets/metrics, as well as, managing the overall operations of RMA. The Executive Director provides administrative leadership and is accountable for the financial, physical and human resources of the organization. Stakeholder engagement (of physician customers, University and hospital partners) is a critical facet of this role and will require improved strategic communications and transparency. Development and implementation of growth strategies will be necessary to expand RMA’s customer base and services provided.

  • Manage stakeholder engagement, processes and relationships across the Faculty of Health Sciences, McMaster University, Alternative Funding Plans within Hamilton and McMaster University, MOHLTC, St. Joseph’s Healthcare Hamilton and Hamilton Health Sciences

Qualifications



Education:


  • University degree, master’s level preferred in related field of business or leadership.


Experience:


  • 10 years of managerial experience in academic health sciences, health care or billing services
  • Delivery of transformational change initiatives (business process and technological change).

Dimensions



Staff Supervised:


  • 35 staff, 4 managers


Financial Accountability:


  • RMA processed approximately $225 million of physician billings (and a further $185 million of Ceilings, Surpluses, MP Payroll and Expenses) in 2020 on behalf of approximately 1400 physicians of which 1100 are members. RMA Inc. generated approximately $1 million in revenue from billing services in 2020.


External Impact and Relationships:


  • Physicians entering into contracts with FHS Department Practice Plans and Alternate Funding Plans delegate practice plans as clients of RMA for accounting services. The FHS/practice plans do not have a relationship with RMA Inc. Income generated through the fee-for-service work of RMA Inc. subsidizes the overall RMA entity, thereby lowering the cost recovery charge to the individual RMA member, who is also a member of the full time clinical faculty of FHS.
  • Enhanced communication and transparency with physicians and FHS stakeholders will be necessary to improve trust and credibility. This will be an important facet of the Executive Director role.


Operational:


  • A recent external review has identified the need for a transformed data architecture, technology infrastructure and improved operational processes.


Administrative:


  • The Executive Director acts as a key advisor to the RMA Board Executive and provides monthly updates to this group on RMA operations. Regular updates are also presented by the Executive Director to the RMA Board.
