The new Department of Natural Resources and Renewables brings all of the province’s experts in subsurface resources together in one department. The merger will also provide opportunities for the energy and mining files to explore collaborative opportunities to better promote the province’s energy and mineral resources.

Currently, eight Canadian provinces and territories and the federal government organize energy and mining promotional, regulatory, science and information management functions under the authority of one minister. This aligns Nova Scotia with a common Canadian structure.

About Our Opportunity

Under the general supervision of the Manager, Fiscal and Economic Affairs, the Economist/Analyst is responsible for providing economic analysis and statistical studies on various policy, production and market situations concerning the energy industry, including domestic and export demand for petroleum products; renewable energy, energy project studies, product valuation (i.e. pricing); and, benefit and training economic impact evaluations.

Primary Accountabilities

As the Economist/Analyst you will develop and maintain a central database for economic and pricing indicators. This position also establishes and maintains good working relationships with external and internal stakeholders and acts as an advisor to the Department of Natural Resources and Renewables on economics for general energy related matters.

As the Economist/Analyst you will provide research support, analytical and consultative services to senior management including the preparation of economic analysis for the development of policy, background reports, discussion papers, economic surveys and reviews. You as the incumbent will also conduct data entry, data interpretation, data manipulation and data evaluation, assist in the identification of key economic issues and priorities for policy and development of policy options, and conducts evaluations of department programs and policies including estimation of economic impacts. You will also provide current and on-going analysis of the economic impact of project benefits in support of broad Provincial policy goals of the Department of Natural Resources and Renewables.

In this role as the Economist/Analyst you will also be responsible to provide current and ongoing analysis of the economic impacts of the investments in the energy industries. This requires the incumbent to keep abreast of industry problems and concerns that relate to departmental programs and policies, and assess the implications for Nova Scotia of national policies and policy changes. Specifically, the incumbent reviews major economic studies and reports for implications for energy issues in Nova Scotia. As the Economist/Analyst you will also be responsible for tabulation, analysis, and maintenance of economic data relevant to the Department of Natural Resources and Renewables. This involves applying economic and business knowledge using mathematical skills and computational tools, and providing economic information and analysis to the Department of Natural Resources and Renewables.

Other duties as assigned often include writing briefing notes and responding to Ministerial correspondence and leading and or participating on energy policy committees or working groups.

Qualifications and Experience

As the ideal candidate, you hold a Bachelor’s Degree in a related field with 5 years’ experience or a Bachelor’s Degree (with Honours) plus 4 years experience or a Master’s Degree plus 2 years related experience. The incumbent must have a thorough knowledge of economic theory with the capacity to apply economic analysis including impact models. The nature of the job requires an individual who when presented with a problem, can conceptualize various alternatives to solving the problem and then apply economic analysis techniques to arrive at a conclusion.

The incumbent must have computer skills in database, spreadsheet, and word processing software. Must be proactive, have forward thinking, problem solving skills and a high level of organizational skills. Concern for accuracy and detail and the ability to balance priorities in a fast-paced team environment is required. Strong oral and written communication skills are necessary.

Demonstrated skills in strong leadership, with proven ability to build collaborative working relationships within government and external partners are also desired. The ability to work independently is essential. Must be able to work under pressure and provide fast turnaround, at times, when immediate results are required by senior decision makers.

Working Conditions
