Senior Associate,Public Policy Consulting Team

DPRA Canada (DPRA) is an employee-owned company seeking professionals to join our public policy consulting team. DPRA proudly provides professional consulting services to public, private and not-for-profit sector clients in the areas of socio-economic research and assessment, organizational effectiveness, program evaluation, public policy and legislative review and guidance, applied health and social research, and consultation and engagement.

JOB SUMMARY
Currently, DPRA is seeking a Senior Associate for our growing Public Policy consulting team. This position requires an individual who can effectively respond to client needs on legislative review and development projects, policy support, development of public sector approval instruments, and program development in the public sector.

PERFORMANCE EXPECTATIONS
The Senior Associate will:

  • Prepare drafting instructions, Cabinet submissions and/or legislative proposals
  • Conduct policy research and provide strategic advice with respect to evolving policy matters
  • Provide legislative support by undertaking community consultations on proposed legislation
  • Review and assess governance arrangements and programs including assisting with organizational setup, internal planning and control systems
  • Provide in-depth analysis and expert facilitation to clients by taking long- and short-term policy objectives and translating them into operational goals
  • Assist public sector clients with the development of new programs and services and/or operational protocol and processes

QUALIFICATIONS
Successful candidates will have a combination of:

  • Master’s Degree in relevant subject area such as law, public administration or political science
  • Ten (10) plus years of experience in the senior public-sector
  • Demonstrated knowledge of public-sector governance models and approval instruments (e.g., Cabinet Submissions, Treasury Board/Financial Management Board submissions)
  • Demonstrated experience interpreting and developing various policy instruments (e.g., statutes, policies, directives and procedures)
  • Demonstrated experience in program development and design
  • Demonstrated experience in managing regulatory enforcement programs
  • Considerable experience managing concurrent projects utilizing organizational, planning and project management skills
  • Demonstrated ability to work co-operatively with team members and external consultants
  • Key to working in a consulting practice is being flexible and able to work on a variety of projects and across a variety of disciplines. Candidates with diverse backgrounds and/or an interest in working and learning about other practice areas will do well at DPRA.
  • Experience working with an Indigenous population and/or within the North considered an asset
