Prescription drugs constitute the fastest growing and second largest category of health care expenditure in Canada. Provincial Ministries are faced with the challenge of optimizing the benefits of prescription drugs while managing the risks and complexities associated with this rapidly evolving sector.

The Pharmaceutical, Laboratory and Blood Services Division (PLBSD) leads, innovates and manages the Province’s drug program to improve health outcomes. It is responsible for the overall coordination, decision making, and performance of the BC PharmaCare program (the program is comprised of ten specialty benefit plans, the largest being the income-based Fair PharmaCare plan), which is regulated under the Pharmaceutical Services Act. The Division also includes Laboratory, Blood, and Precision Medicine teams, all working on the Division’s overarching vision of integrated care.

The Specialty Medicines (SM) Unit undergoes the evidence-informed drug review process to determine specialty medicines benefits for the province, including the exceptional, case-by-case coverage of Expensive Drugs for Rare Diseases (EDRDs), the Provincial Retinal Diseases Treatment Program (PRDTP), in addition to managing the Centre for Excellence in HIV/AIDS (CfE) contract. The unit also has a strong focus on collaborating with national working groups and participating in policy development for high-cost drugs for rare diseases. The SM unit collaborates closely with the Provincial Health Services Authority (PHSA) to administer the PRDTP and the EDRD process.

The position involves working with specialists, other healthcare professionals and Ministry personnel. The incumbent also requires a high degree of understanding of the scientific evidence underlying specialty pharmaceuticals, the drug review process, and the vision to understand barriers to change and to develop consensus on controversial topics when diverse opinions and interests prevail.

Job Requirements

In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:
  • Graduation from a recognized Faculty of Pharmaceutical Sciences with a minimum of a Bachelor of Science in Pharmacy.
  • Current registration in good standing as a licensed pharmacist with the College of Pharmacists of BC.
  • Considerable (3 years or more) experience as a licensed Pharmacist in BC.
  • Preference for advanced degree (e.g., master’s or doctorate related to pharmacy) or completion of accredited Canadian hospital pharmacy residency program.
  • Preference for candidates with experience working with EDRD or other areas of Specialty Medicines.
  • Preference for candidates with experience working with the drug review process.
  • Preference for candidates with 5 or more years of experience working as a licensed Pharmacist in BC.
