The Organization

In collaboration with our consortium partner, Arctic Infrastructure Partners, Nunavut Airport Services Ltd, provides Airport Management, Airport Operations, Facility Maintenance and Technical Services for the Iqaluit International Airport.

Under a 30-year Public Private Partnership (P3 or PPP) concession with the Government of Nunavut, Arctic Infrastructure Partners is contracted to design, build, finance, operate and maintain the expansion and redevelopment of the Iqaluit International Airport.

Although more commonplace on the international stage, this is the first and only completed airport PPP project in Canada. And as part of this project, Iqaluit International Airport also became the first ISO 9001 Quality Management System accredited airport operation in Canada.

The Opportunity

Reporting to the NASL Services Director, the Airport Operations Manager has the day-to-day responsibility for the operational and field maintenance of the aerodrome including, airfield and groundside, operations, environment, security, and emergency response.

The Responsibilities:
The responsibilities for this role include but are not limited to:
  • Delivery and execution of the Airport Operations Manual, Winter Maintenance, Landside operations, Apron Management, Security Plans, Movement Area Access and Wildlife Management Plans.
  • Responsibility for adhering to TP312 and the Airport Operations Manual
  • Other Operating Plans as directed by the Services Director
  • Scheduling of resources (Heavy Equipment Operators) to ensure appropriate utilization and adherence to the developed maintenance plans.
  • Planning and approval of employee annual leave
  • Responsible for the timely update of Maximo the CSB and mobile equipment work orders
  • Review and development of capital requirements as outlined in project agreement.
  • Reporting as Required under the Project Agreement, Environmental, Safety & Quality Management systems and other as required.
  • May assume command pending resources in Security, hazardous materials and law enforcement emergencies. Coordinates activities with other emergency services.
  • Prepare or oversee the preparation of reports and statistics related to areas needing improvement.
  • Support the Company’s Quality, Environmental, Safety & Security policy statements and actively participate in the achievement of those Company objectives.
  • Develop an understanding and comprehension of the Project Agreement between the GN and NASL.
The Selection Criteria:
  • Comprehensive knowledge of all aspects of airport operations, airport security and emergency planning
  • Comprehensive knowledge of all aspects of relevant Federal, Provincial and Municipal government legislation, regulations, and policies
  • Ability to receive Government of Canada security clearance to the appropriate levels required by Transport Canada
  • Ability to envision future business needs and develop key strategies to assist in moving the business forward to achieve the established goals
  • Demonstrated ability to proactively identify innovative improvements
  • Demonstrated ability in planning, organizing and negotiating as well as conflict management, problem solving and decision-making
  • Demonstrated ability to motivate and lead a large team through the creation of an open environment where cooperative relationships are encouraged, and diverse opinions are respected.
  • Strong oral and written communication ability
  • Experience working with a unionized workforce
  • Good financial acumen
  • Class 3 drivers license
Preference will be given to those who have:
  • Minimum 5+ years’ experience as a senior airport operations manager/supervisor
  • IAAE Accreditation or similar
  • Winter Aircraft Movement Surface Condition Reporting
  • Emergency Management Training
  • Restricted Radio Operators License
  • AVOP-D
  • Priority will be given to Nunavut Land Claim Beneficiaries.
Condition of employment is the ability to obtain and maintain an Airport Restricted Area Identification Card.
