Duties

In support of the Regional Manager, Real Property, the Divisional Manager acts as a seasoned advisor for real property matters and is responsible for the operational delivery of Asset Management, Property Maintenance, Facility Management, Leasing and/or Housing Administration services. The Divisional Manager is accountable for managing the divisional staff that are responsible for all aspects of asset management, for one Division of the RCMP.

  • Plans, manages and implements divisional investment in real property, leasing, and/or housing assets;
  • Delivers expert asset management services for divisional real property, leasing, and/or housing activities, including advice and recommendations, as well as associated training and/or coaching to Unit Commanders and staff within the division on asset management legislation, policies, practices and procedures;
  • Evaluates project delivery proposals developed by the private sector, PSPC, and/or in house personnel and resolves/negotiates issues so as to ensure compliance with divisional client policing requirements;
  • Coordinates divisional contracts regarding asset management, including construction, Memorandum of Understandings (MOUs), lease service agreements and partnerships;
  • Coordinates the divisional asset management performance measurement and quality assurance program, monitors and evaluates service delivery standards, service level targets, key performance indicators, results/outcomes of partnerships, etc. to identify deficiencies/anomalies;
  • Plans and manages divisional asset management research and investment analysis projects, develops business cases and prepares position and discussion documents related to strategy, investments, contracting, procurement and life cycle of assets;
  • Coordinates the preparation, evaluation and input into regional real property, leasing, and/or housing management plans, proposals and reports required for program reporting/approval;
  • Represents the interests of the RCMP in the division at negotiations/consultations relating to asset management with officials from other levels of government and the private sector;
  • Manages the work of employees responsible for the delivery of divisional administrative programs and services to an assigned client base; and
  • Leads project teams and working groups and/or components of project teams involved in the development of divisional asset management initiatives and requirements.

Intent of the process

This process will be used to staff two indeterminate full time positions

A pool of qualified candidates will be created and may be used to staff one additional full time indeterminate position

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Information regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

Graduation with a degree, certificate, or diploma, from a recognized post-secondary institution, in a discipline relevant to the duties of the position, or an acceptable combination of education, training and/or experience. (Disciplines could include, but are not limited to: Engineering, Applied Science, Business, Real Estate, Certified Engineering Technologist, Applied Science Technologist, Construction management, Project Management, Real Property Administrator, Facility Management Administrator, or a Red Seal Trade Certificate).

Degree equivalency

Significant* and recent** experience in project delivery

Significant* and recent** experience in client consultation and liaison

Significant* and recent** experience in the delivery of property and/or facilities management services

(*Significant is defined as the depth and breadth of experience normally acquired over a two (2) year period. ** Recent is defined as being acquired within the last five (5) years).

Experience in writing proposals, agreements, business cases and/or reports

Experience in providing recommendations to Executive Level Management

The successful candidate will be required to provide original documentation of proof of Canadian Citizenship prior to appointment. Due to the Covid-19 pandemic, assessments for this process will be administered virtually. This may include both an exam and interview.

The successful applicant will have to obtain an RCMP security clearance. The process also requires a Security/Reliability Interview, a field investigation in matters of credit/finances, education, employment, references, on-line activities, alcohol and/or drug use, etc.

Successful applicant is required to work in Regina, Saskatchewan or Yellowknife, NWT. Telework or alternate work locations will not be an option.

Yellowknife is classified as Isolated Posts. As such, the successful candidate must meet all the conditions under the Isolated Posts and Government Housing Directive prior to appointment. On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
