The Inuulitsivik Health Center (CSI), with more than 900 employees, is part of the Quebec health and social services network, Nunavik region. Provides the population of the Hudson’s Bay Territory of approximately 7,000 people with front-line health and social services, including prevention, assessment, diagnosis and treatment, rehabilitation and Support. Provides services related to youth protection as well as the management, for the Nunavik region, of Ullivik located in Dorval.
Under the authority of the General Manager of the Inuulitsivik Health Centre, the person assumes the management of Ullivik. He assumes this direction in collaboration with the four (4) managers, namely, his Assistant Director who is responsible for the health and liaison component, a head of administrative services, a head of the transportation and accommodation service and a senior human resources advisor.
"Ullivik’s mission is to provide appointment services as well as accommodation, transportation, interpretation and social support services to Nunavik residents during their medical consultations and hospitalizations in the McGill Integrated University Health Network (RUIS). Ullivik offers a comfortable and safe environment. »
Ullivik falls under the agreement for the management of insured and non-insured health services in Nunavik, between the Nunavik Regional Board of Health and Social Services and the Ministry of Health and Social Services.
RESPONSIBILITY FOR MANAGEMENT AND STRATEGIC ORGANIZATION
In accordance with the mission and in collaboration with his team, the Director ensures the smooth operation and management of all Ullivik activities:
  • Ensure the quality of services provided to customers;
  • Actively participate in the regional committee for services outside the region (RCORS);
  • Participate jointly with the management team of the CSI, in the definition and development of orientations and priorities with regard to human, financial, technical and informational resources;
  • Identify the necessary actions and resources of its management, in order to update the mission, the vision, the values, the orientations, the priorities and the organizational strategies;
  • Apply the Regional User Transportation Policy for the Nunavik region;
  • Manage according to the program of health services for the insured and uninsured (SAANA);
  • Lead the management committee of its direction;
  • Lead the Escorts/Ineligible Patients Committee;
  • Coordinate the action plans of each manager;
  • Write Ullivik’s various policies and procedures;
  • Analyze information from the various departments and write a section of the annual report for the general management of the CSI;
  • Participate in follow-ups on customer complaints and implement corrective measures, if necessary;
  • Participate in meetings or committees with the various partners of the health and social services network in order to optimize the links between the establishments of the South, the actors of the North as well as the Regional Board of Health and Social Services of Nunavik ;
  • Sign service/partnership agreements according to the rules and in coordination with the Finance Department.MANAGEMENT OF MATERIAL, FINANCIAL AND INFORMATIONAL RESOURCES
  • Plan and revise the budget;
  • Analyze and control the operating budget of Ullivik’s business sectors;
  • Respect the budgetary envelopes allocated to its management and apply the control mechanisms submitted by the CSI;
  • Determine and analyze the statistics required for the operation of its service and the identification of improvements to be made;
  • Coordinate the renewal of the various service contracts according to the Rules and in coordination with the finance department;
  • Authorize the acquisition of equipment, furniture and supplies necessary for its management and ensure their maintenance or renewal according to the rules and in coordination with the finance department.

HUMAN RESOURCE MANAGEMENT
  • In collaboration with his team, determine human resources needs. Participates in the development of programs for the retention, attraction and renewal of the workforce, skills development and evaluation of the contribution in force at the CSI;
  • Ensuring the application of the orientations of the establishment’s human resources contribution assessment program, adapting it to the specific needs of its management and carrying out the assessment of the personnel directly under its responsibility.

Qualifications
Duty:
  • Bachelor’s degree in administration or relevant experience;
  • Good knowledge of English and French, knowledge of Inuktitut;
  • A minimum of 5 years of experience in government institutions such as the health and social services network, education, municipality, etc.;
  • Knowledge of the main computer systems used in the network (eg Logibec).

Assets:
  • Knowledge of Inuit culture is considered an important asset;
  • The person must be recognized for his leadership, his sense of ethics and fairness, and his exceptional ability as a communicator and facilitator.

Experience required
  • Ten (10) years of experience as a professional in the health and social services network;
  • Eight (8) years of management experience;
    • Having performed functions related to the support of professional practice and clinical development is an asset;
  • Having exercised professional supervision functions (professional or clinical coordination, specialist in clinical activity, team leader, etc.) is an asset;
Essential skills and aptitudes
  • Ability to work with respect and understanding of different cultures;
  • Essential bilingualism (French and English) both orally and in writing. Inuktitut considered an asset;
  • Ability to work in a computerized environment; knowledge of Microsoft Office software (Word, Excel, Powerpoint) and Outlook.

Conditions and benefits
  • Permanent full-time position located in Dorval;
  • Class 41 between Min.: $91,523/year and Max.: $118,980/year;
  • The applicable working conditions are those of senior managers in the health and social services sector.
  • 1st and 2nd combined competitions: “General public” open outside the health and social services network and inside this same network.
