About the Current Position:

Commissionaires South Saskatchewan is looking for dedicated individuals to work as a full-time Charlie 3 at the City of Regina Parking Enforcement. They are senior parking enforcement officer on shift leading the mobile and urban field teams. Overseeing the performance and task completion of the mobile and urban field teams. This candidate would be responsible to respond to parking enforcement complaints that are received throughout the City of Regina. This position supports and provides supervisory assistance on behalf of the Parking Enforcement Supervisor the urban and mobile teams.

A Patrol Supervisor is required for every shift, which includes after hours and special enforcement events such as football games and street sweeping. The Patrol Supervisor is responsible for the Mobile, Urban Patrols and Enforcement Scheduler; particularly after hours.

As the Patrol Supervisor, they must have extensive knowledge of the Traffic Bylaw and a number of procedures as they provide supervision and coaching to the Enforcement Personnel. It is imperative they understand safety-related procedures and have strong interpersonal skills. In the event of an incident, they are responsible to mitigate and/or provide direction/assistance to ensure the safety of Enforcement personnel.

The Patrol Supervisor periodically checks on both Mobile and Urban Enforcement officers to ensure their safety and provide coaching. The Patrol Supervisor works with the Site Supervisor and Parking Coordinator to do daily briefings and ensures briefings occur on weekends.

The Patrol Supervisor is to ensure equipment is available and in working condition for Enforcement at the beginning and end of each shift. They perform tasks such as synching handhelds and troubleshoot minor handheld, printer or radio problems. The Patrol Supervisor periodically checks all Enforcement vehicles for equipment and cleanliness.

In the absence of the Site Supervisor, they are to perform a variety of the duties, including checking Enforcement line phone messages, emails; providing direction to Enforcement; and handling scheduling.

Patrol Supervisors must have proven skills and abilities such as:

  • Strong leadership, interpersonal and mentorship skills.
  • Be even-tempered, professional, and able to diffuse tense situations.
  • Knowledge, understanding and intent of the Traffic Bylaw.
  • Knowledge and understanding of Enforcement procedures.
  • Knowledge and understanding of procedures set out by the Corps of Commissionaires.
  • Knowledge of Incident, Accident, Fire Alarm procedures.
  • Provide direction, clarification and intent of enforcement procedures for Mobile, Urban and Enforcement Scheduler.
  • Ability to trouble-shoot handheld, printer or radio problems.
  • Ability to complete required paperwork by both Parking Services and the Corps.
  • Ability to manage calls, emails and tasks when Site Supervisor is away.
  • Ability to identify priorities, and gaps in enforcement coverage on the shift, and arrange coverage for those areas.

Requirements:

  • Experience of 3-5 years supervising personnel.
  • Must have a valid Class 5 Saskatchewan Drivers License and clean drivers abstract for over 5 years.
  • Must have reliable transportation to get to shift but a vehicle and all appropriate communication assets will be assigned to the employee to use during their shift.
  • Must successfully complete a clean Criminal Record Check and reference background check.
  • Must be able to work in Saskatchewan at least 40 hours a week.
  • Able to work well under pressure and provide excellent customer service.
  • Understanding knowledge of the City of Regina bylaws seen as an asset.
  • 3-5 years experience dealing with the public.
  • Experience working closely with a Supervisor, taking direction well and ready to assist with performance management of the team.
  • Attention to detail and professional approach in all areas of work and appearance.
  • Able to effectively communicate both verbally and in writing in English.
  • Dedicated and reliable and willing to work extra shifts if required.
  • Strong work ethic and positive team attitude.
  • Computer literacy, including effective working knowledge of MS Word, Excel and e-mail.
  • Ability to work independently and efficiently with accuracy.
  • Must be available to work statutory holidays and weekends.
  • Strong leadership, interpersonal and mentorship skills.
  • Be even-tempered, professional, and able to diffuse tense situations.
  • Knowledge, understanding and intent of the Traffic Bylaw and enforcement procedures.
  • Ability to complete required paperwork by both Parking Services and the Corps.
  • Ability to manage calls, emails and tasks when Site Supervisor is away.
  • Experience developing employee schedules.
  • Emergency First Aid/CPR, Use of Force, Dealing with Difficult People training required or to be completed within one month of hiring.
  • Ministry of Corrections and Policing forty (40) hour Private Investigators and Security Guard course and is seen as an asset.

Physical Demands:

  • Required to work outside in all weather conditions on days and evening shifts.
  • The employee may frequently be required to sit and use hands to manipulate equipment including a computer keyboard and mouse.
  • The employee is required to stand and walk for long periods of time and must have the ability to climb flights of stairs.
  • The employee must be able to be mobile and operate a motor vehicle for long periods of time.
