Business Systems Analyst Programmer



DEPARTMENT: Information Technology
STATUS: Temporary Full-time (until December 31, 2024 with possibility of extension into 2025)
NO. OF POSITIONS: One

HOURS OF WORK: 35 hours per week
SALARY: $44.78 - $52.91 an hour plus benefits (2021 rates)

The City of New Westminster’s Information Technology Division is seeking an experienced individual who will be responsible for testing and integration assistance with an advanced metering infrastructure implementation project. In this position, you will be reporting to the Manager of IT Applications and joining a group of Business Systems Analysts. This role would execute functional and regression-testing activities for various business applications to ensure the AMI systems and services meet business and user requirements. You will also be expected to take on other related duties as operationally required. The position requires a considerable degree of independent judgement and action within established guidelines.

  • You have a Bachelor’s degree from a reputable post-secondary institution in Computer Sciences, Engineering, Information technology, or related discipline.
  • You have a minimum of 5 years of experience as a Business Systems Analyst. Preferred minimum of 4 years of functional regression testing experience or equivalent would be an asset. This includes experience in designing test strategies, developing test plans, and executing functional and regression testing of AMI projects and web based applications.
  • You have the ability to develop and implement functional and regression testing deliverables including test plan, test cases, and test reports.
  • Experience in performing IT tasks associated with an AMI implementation.
  • Experience in testing complex end-to-end systems related to AMI projects.
  • Experience using HP Quality Center or similar for defect tracking and test case management.
  • You have considerable understanding of relational database structure and analytical tools.
  • You have a thorough understanding of SQL querying to backend systems to validate presentation tier results.
  • You have the ability to execute testing activities to ensure successful execution of integration, functional and regression testing objectives.
  • You have the ability to identify, analyze, and document testing defects by consulting with developers and business analysts to support the Technology group’s defect management activities.
  • You have a thorough understanding of networking, firewall, cloud services, and server systems.
  • You have the ability to establish and maintain effective working relationships with a variety of internal contacts and to provide advice and assistance on matters related to the work. This position requires substantial collaboration within IT as well as between departments within the City and external vendors.
  • You have the ability to document, analyze and assess a variety of information, identify priorities and resources and propose alternative business processes.
  • You have the ability to analyze and evaluate data and information required for programming and computer systems purposes and to develop logical solutions to solve problems.
  • You have sound working knowledge of software development methodologies, quality processes and testing methodologies and tools.
  • You have the ability to listen to feedback from passionate stakeholders that do not have a technical background and communicate effectively orally and in writing and to present proposals that address this feedback in non-technical language.
  • You are able to work autonomously and also fit well in a team environment.
  • You have excellent analytical, trouble shooting and problem solving skills.
  • You have the ability to plan, develop, and host engaging visual presentations for stakeholders. Able to participate in project status meetings and communicate progress to team lead.
  • You have the ability to work with application owners and vendors to resolve issues, interact with BA and Project Business representative to close/fill the gap on functional and regression test requirements.
  • You have the ability to perform assigned duties under minimum supervision.
