JOB SUMMARY:
Reporting to the Director, Information Technology, the Business Analyst’s role is to support RPL’s effective use of technology to maximize operational efficiency. This role works as a member of RPL’s IT team and has a primary focus on technology and systems to support RPL staff, but may, from time to time, also participate in initiatives focused on RPL’s services to customers. The Business Analyst will play a pivotal role in ensuring the IT team’s understanding of RPL’s business operations and its IT solution and system requirements.

The Business Analyst will elicit, analyze, specify, and validate the business needs of RPL staff and, where appropriate, other stakeholders, for technology products, solutions, and services. This includes interviewing stakeholders and gathering and compiling user requirements to understand the technology solutions they need. The Business Analyst will apply proven communication, analytical, and problem-solving skills to help the business make good
technology recommendations and decisions.

The Business Analyst is responsible for reviewing, testing and, where appropriate, configuring new services and solutions, and providing evidence-based assessment in the development, implementation, improvement, and life cycling of the Information Technology department’s product and services portfolio.

The Business Analyst must be a passionate and motivated individual who has a demonstrated commitment to delivering excellent customer service and leveraging information technology to support innovation and maximize business value. JOB DESCRIPTION:
1. Support the effective use of systems/solutions:
a) Develop a deep understanding of the functional capability and use of RPL systems, working with system owners and users to ensure those systems are used effectively and to maximize the value of such systems.
b) Conduct research on software and hardware products to meet user and/or operational requirements and to support purchasing efforts.
c) Review, assess, and make recommendations on upgrades, decommissioning, and/or replacements of existing systems based on system functional capability and user/operational need.
d) Lead and facilitate work with user groups to determine functional needs and, where appropriate, configure systems to address those needs.
e) Participate in the QA of systems/solutions to ensure required/intended features and functions have been enabled and optimized.
f) When applicable, provide guidance and/or instruction to other staff members on the functionality and use of systems/solutions, including the design and delivery of training programs and corresponding documentation.
g) Act as the primary RPL contact for system/solution vendors where assigned.

2. Support innovation and continuous improvement:
a) Develop an understanding of RPL’s business processes.
b) Support the analysis and assessment of business processes as directed, making recommendations for changes to optimize those processes, including the introduction of systems/solutions.

3. Participate in projects as assigned:
a) Collaborate with project sponsors to determine project scope and vision.
b) Clearly identify project stakeholders and establish user classes, as well as their characteristics.
c) Conduct interviews to gather user requirements via workshops, questionnaires, surveys, meetings, workflow storyboards, use cases, scenarios, and other methods.
d) Identify and establish scope and parameters of requirements analysis on a project-by-project basis to define project impact, outcome criteria, and metrics.
e) When required, work with stakeholders and project team to prioritize collected requirements.
f) Analyze and verify requirements for completeness, consistency, comprehensibility, and conformity to any established IT standards.
g) Translate conceptual user requirements into functional requirements in a clear manner that is comprehensible to team members and stakeholders.
h) Where applicable, develop prototypes of interfaces and attributes based on user requirements.
i) Where applicable, create specifications, diagrams, and charts to provide direction to developers and/or the project team.
j) Develop and conduct peer reviews of business requirements to ensure that requirement specifications are correctly interpreted.
k) Assist with the interpretation of user requirements into feasible options and communicate these back to the business stakeholders.
l) Manage and track the status of requirements throughout the project lifecycle; enforce and redefine as necessary.
m) Communicate changes, enhancements, and modifications of business requirements – verbally, through written documentation, or other approved communication channels – to project managers, sponsors, and other stakeholders so that issues and solutions are better understood.

4. Support ongoing improvement in requirements gathering processes:
a) Research, review, and analyze the effectiveness and efficiency of existing requirements-gathering processes and develop strategies for enhancing or further leveraging these processes.
b) Develop and utilize standard templates to accurately and concisely write requirements specifications.

5. Provide budget recommendations to the Director, Information Technology for the development, maintenance, and enhancement of new and existing products and services at RPL.

6. Undertake ongoing professional development activities leading to a broad an in-depth knowledge of information technology trends, best practices, environmental barriers, etc.

7. Perform related duties as required.

QUALIFICATIONS:
1. An undergraduate degree from a recognized institution in a Business, Computer Science, or related field of study.

2. Industry recognized business analyst certifications would be an asset.

3. A minimum of three years’ experience in business analysis or a related field.

4. Demonstrated knowledge of the following technologies would be an asset:

  • Cloud Solutions from Amazon and Microsoft
  • SAAS solutions
  • Virtual desktop and virtual application deployment

5. Demonstrated knowledge of IT services, trends, and issues gained by experience, education, or professional activities.

6. Demonstrated aptitude to understand business process, learn new systems, and determine how systems can be applied to support business processes.

7. Demonstrated analytical skills and problem-solving ability, including the ability to assess and problem-solve using logical, fact-based reasoning.

8. Knowledge of and some experience in project management.

9. Demonstrated ability to assume responsibility, and perform duties requiring independent judgment, initiative, and discretion.

10. Demonstrated strong organizational skills including the ability to effectively and efficiently manage work, scheduling, and priorities.

11. Demonstrated ability to manage time effectively and meet deadlines and work under minimal supervision.

12. Demonstrated ability to handle multiple concurrent priorities.

13. Demonstrated accuracy and attention to detail.

14. Demonstrated commitment to deliver consistent, high quality customer service.

15. Demonstrated strong oral and written communication skills.

16. Demonstrated ability to establish and maintain positive working relationships with the public, staff and external agencies as well as work well as member of a team.

17. Self-starter who is proactive and solutions oriented and is excellent at following through on tasks.
