Your Opportunity:

Working in a dynamic multi-disciplinary team, under the Provincial Population and Public Health portfolio, as a Tobacco & Vaping Investigator you will enforce the Alberta Tobacco, Smoking and Vaping Reduction Act, including the prohibition of tobacco and vaping product sales to minors at tobacco and vaping product retailers in Alberta. Your duties will include inspections, investigations, surveillance, supervision of youth test shoppers, and collaboration with peers and partner groups. This position requires extensive weekly travel throughout the province, with some overnight travel, and may require rotational shift work, including evenings, nights, weekends, stat holidays and summer time work. This is a grant-funded position, with the potential to extend beyond March 31, 2024.

Description:

As a Tobacco & Vaping Investigator, with the Tobacco, Smoking & Vaping Enforcement team, you will enforce the Alberta Tobacco, Smoking & Vaping Reduction Act (ATSVRA). You will respond to and investigate public complaints of ATSVRA infractions, provide inspection reports to tobacco and vaping product retailers, issue written warnings, and issue Part 2 summons violation tickets and Part 3 offence notice violation tickets in accordance with the Provincial Offences Procedures Act. You will take detailed notes, document all enforcement activities and enter it into the provincial inspections electronic information system. You will be responsible for maintaining an updated premises list for scheduling and coordinating enforcement activities, including the youth test shopping events. You must handle evidence and prepare court documentation in accordance with standard and legislated practices, attend court trials, and provide testimony. You will work collaboratively with peers, municipalities, law enforcement partners, and other interested groups. You may also provide field training and expertise to Public Health Inspectors in matters such as court proceedings, submission and care of evidence, seizure and handling of products, investigative techniques, cultivation and management of confidential sources and surveillance. You must be eligible for and maintain status as an Alberta Peace Officer in accordance with the Alberta Public Security Peace Officer Program.

Required Qualifications:

Minimum a 2-year completed post-secondary diploma in law enforcement, criminal justice or related field, or relevant experience as a Police Officer or Peace Officer. Must maintain appointment as an Alberta Peace Officer Level 2 in accordance with the Public Security Peace Officer Program (alberta.ca), the Alberta Peace Officer Act and Regulation. Valid Class 5, non-GDL Alberta Operator’s Licence Clear criminal record check with vulnerable persons sector check Alberta Justice and Solicitor General Training for Alberta Peace Officers, including issuing violation tickets, or Police Officer Training, or Alberta Sheriff’s Training or Alberta Health Services or Alberta Justice and Solicitor General’s Community Peace Officers Induction Training with additional Undercover Investigations Techniques course and Undercover Operator training and any other training identified as required by the Alberta Justice and Solicitor General.

Additional Required Qualifications:

Minimum of 3 years’ experience in regulatory inspections and/or investigations required. Demonstrated ability and comfort with decision making including appropriate use of enforcement in regulatory inspections and investigations. Ability to interpret legislation and thorough knowledge of: the rules of evidence, court proceedings, surveillance techniques, the cultivation and management of confidential sources, and undercover investigational techniques. Superior verbal and written communication skills. Strong ability to foster and maintain effective working relationships with internal and external partners and stakeholders. Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, SharePoint and CRM Dynamics. Preparing court briefs and presenting evidence in a professional manner is required. Familiarity with product seizures in alignment with search warrant processes. Experience with testifying in court. Ability to remain calm and self-controlled under pressure.

Preferred Qualifications:

Minimum of 5 years’ experience in regulatory inspections and investigations preferred. Experience in open source investigations, surveillance, and undercover operations is preferred.
