JOB SUMMARY

Quality Assurance and Standards oversees Capital Project delivery practices including the development and maintenance of City design and construction standards and guidelines, project and quality management processes; development, implementation and reporting of project and construction quality assurance and engineering standards; and the Quality Management System.

You are responsible for the development, implementation and maintenance of the Construction Quality Assurance process, protocols and methods, as well as evaluations and recommendations at various stages (pre-construction submissions, periodic monitoring, spot checks, auditing, testing of materials and issue resolution). You manage the operation of the Quality Assurance Section and QA Unit staff specialists. The Quality Assurance Unit evaluates end product conformance to contract requirements and specifications, as well as product levels of service to enhance the level of confidence in the quality of constructed deliverables for City right of way projects.

You also provide technical engineering support to others in the areas of material engineering and investigation of construction deficiencies.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Civil Engineering from a recognized university

Minimum of 8 years of progressively responsible and direct experience in construction standards, quality assurance and the delivery of materials testing, for construction and rehabilitation of roadway, sidewalk, and surface drainage networks including design and approvals, project/contract management, supervisory responsibilities, environmental assessments and studies

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)

KNOWLEDGE

  • Engineering design, construction standards and principles related to road and sidewalks, drainage systems, structures, water distribution and sewer systems
  • Quality assurance, quality control and quality management systems
  • Principles of project management and contract administration.
  • Pavement design and construction techniques
  • Best practices in quality assurance techniques for construction
  • Materials laboratory and field testing practices and procedures
  • The Ontario Provincial Standard Specifications (OPSS), American Water Works Association (AWWA) Standard, the American Society of Testing and Materials (ASTM), the Canadian Standards Association (CSA) standards and testing procedures related to roadway construction materials, including M.T.O. standards
  • Process for developing Requests for Proposals, including acceptance, review and selection of consulting engineers
  • Computer applications pertaining to data base management, spreadsheet, and word processing, in an engineering environment with emphasis in Soils and Materials Testing Laboratory
  • Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
  • Concrete and Hot Mix Asphalt Mix design methods.
  • Quality requirements for construction materials including but not limited to concrete, asphalt, granular materials and soil.

  • Driver’s License Requirement: A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated; This position requires the successful candidate to use their own transportation.
