Position Highlights

ICBC has an exciting opportunity for an experienced and knowledgeable HR Manager to lead our newly established Labour & Employment Programs team.

Reporting directly to the Chief Human Resources Officer, the Manager, Labour & Employment Programs will oversee ICBC’s Health & Safety, HR Service Centre, Labour Relations and Business Continuity teams. The successful candidate will be responsible for leading a diverse team, in alignment with ICBC’s People Strategy and the vision for HR, ensuring there is a clear plan, governance and reporting related to ICBC’s HR Policy and Compliance practices.

As a skilled and accomplished employee relations expert, this role will also represent ICBC in various labour and employment proceedings and act as the Chief Negotiator in collective bargaining and dispute resolutions.

The Manager, Labour & Employment Programs will promote HR service excellence and innovation in service delivery through greater effectiveness, efficiency and compliance, while driving strong customer service standards within the HR service centre and centralized support teams. They will be a leader with oversight of a range of HR services, specializing in employee and labour relations.

This role requires a creative and innovative leader with demonstrated experience in the following:

• Advanced knowledge in all areas of HR policy and compliance, including but not limited to return to work, employee/labour relations, grievance management, policy management, compliance, conduct and risk, employment law, and health and safety

• The ability to build collaborative partnerships with senior leaders across the business, within HR and with union(s)

• Specialized skillset to be able to represent ICBC in collective bargaining and complex labour and employment cases

• Proven track record of leading through operational change and implementing new ways of working across a broad, diverse team

• Advanced people leadership skills with experience leading large, diverse teams in a collaborative environment

Key responsibilities in this varied and multi-faceted role include:

• Partnering throughout HR and the business to design, develop and deliver the health and safety, HR service centre, employee & labour relation and business continuity HR functions; ensuring quality standards are upheld and identifying opportunities for improvement

• Overseeing the management and execution of ICBC’s employee and labour relations practices, including representing ICBC and serving as the chief negotiator in union negotiations as part of collective bargaining and in other related forums

• Understanding the unique challenges of working in both a union and non-union environment, ensuring risks are proactively addressed and considered in alignment with ICBC’s people strategy

• Advocating for the HR Policy & Compliance portfolio to ensure the team is aligned and enabled to execute on the established HR vision and strategy

• Acting as a subject matter expert on policy and compliance matters, to educate, and advise to guide behaviours to ensure consistent practices across the organization

• Overseeing business continuity policies including managing the corporate risk of business interruption and response

• Developing metrics, dashboards and scorecards for the HR Policy & Compliance portfolio to ensure accountability in tracking and reporting across the portfolio

• Proactively coaching and mentoring team members, enhancing the overall team’s capability and performance through formal and informal learning and development activities; ensuring standards are upheld through ongoing training and learning opportunities

• Developing quality assessing practices to identify trends and areas of improvement

• Anticipating and identifying risks and business needs, shifting priorities, resources and approaches to address or mitigate

To be successful in this role, you will bring the following skills and experience:

• Post-secondary education in a relevant discipline (e.g. Human Resources, Labour Relations, Business Administration, etc.)

• In-depth knowledge of Human Resources Management frameworks (including the development of policies, procedures, standards and measurement)

• Knowledge of areas of accountability, which must include experience in employee/labour relations, including demonstrated experience with collective bargaining

• An established people leader with demonstrated experience engaging and coaching diverse teams to higher levels of performance

• Demonstrated ability to establish and build effective and trusting working relationships, in addition to being credible and influential leader

• Expertise in communicating concepts and ideas with varying levels of complexity, to diverse audiences in simple, straightforward and understandable terms verbally and in writing

Employing a hybrid working model, this role combines on-site in office work with work from home flexibility.
