The Vancouver Fraser Port Authority is responsible for the stewardship of the Port of Vancouver, Canada’s largest and most diversified port. Our mandate as a Canada Port Authority, as set out by theCanada Marine Act, is to enable Canada’s trade objectives, ensuring goods are moved safely and responsibly through the Port of Vancouver. That means providing infrastructure and ensuring the safe and efficient movement of marine traffic and cargo within the port. It also means we carry out reviews of proposed activities and developments on federal port lands and waters to determine whether a project can go ahead without impacts to the environment and community that cannot be mitigated.

The manager, infrastructure partnerships will assist the VFPA meet its infrastructure delivery objectives by supporting the management of the interfaces between itself and its industrial partners. This includes providing and gathering required information and analysis to structure, negotiate and manage new and existing relationships as required to support the infrastructure delivery teams. Examples of industrial partners include: railways; utility providers; terminal operators; and, other major industrial service providers, such as dredging companies.

The manager, infrastructure partnerships will:

·Work with Infrastructure teams and the Planning and Development department to proactively identify interfaces which will potentially emerge during the construction and operational phases of “to be built” infrastructure.

·Develop and negotiate suitable agreements with industrial partners to: address potential construction and operational impacts of “to be built” infrastructure; appropriately allocate risk; and, provide for an equitable sharing of funding commitments and project benefits.

·Support other VFPA departments in helping them manage relationships with other external parties involved in infrastructure development such as various levels of government and First Nations.

·Support the director and work stream leads to ensure the development, approval, monitoring and communication of work stream documentation, including project charters, plans, status reports, change management documentation, post project reviews, and presentations as required to maintain healthy relationships with VFPA’s industrial partners.

·Participate in the development of departmental plans and be responsible for the development and implementation of activities and programs designed to meet the intention of specific strategic priorities.

·Participate as a member of management and inter-departmental teams in the planning, implementation and management of business initiatives, as required.

·Plan, implement and review departmental staffing requirements for areas of responsibility, including the determination of clear position descriptions, accountabilities and reporting arrangements to optimize service delivery to all stakeholders. Liaise with Human Resources to ensure the effective selection, training and performance management of staff.

·Manage team members and consulting teams, ensuring that team and individuals are motivated, have defined position descriptions and reporting arrangements, their performance goals are clear and actively managed and development needs are defined and addressed.

·Represent VFPA in negotiations, at conferences and conventions, and in the media as required, ensuring clear communication of VFPA’s business strategy and key messages, and the presentation of a positive and professional image of the business.

·Participate in the planning and the review of departmental operating and capital costs, particularly with regard to staffing requirements, overheads, consultancy services, planned business programs and service provision.

·Articulate and live the VFPA culture and values, set an example by modelling the required behaviours and hold others (staff and peers) accountable for their actions by identifying and acting on behaviour that is inconsistent with agreed standards and values.

·Provide an active and positive leadership example within the wider Port community, clearly communicating VFPA’s strategy and key elements of VFPA’s business plan, ensuring VFPA’s ability to deliver improvements through influence as well as direct control.

The successful candidate will have a university degree in Business, Engineering, Law or another acceptable area, coupled with a minimum of 5 years of related marine, railway, trucking and or construction experience at a management level, or an acceptable combination of education and experience. Must have sound knowledge of engineering design and construction as it relates to major infrastructure. Must have working knowledge of heavy industrial operations such as railway, highway or marine. Must be comfortable preparing and negotiating agreements to facilitate major construction projects with industrial partners. Requires excellent written and verbal communication skills. Proficient computer skills, especially Word and Excel, are essential.

The ideal candidate must have excellent leadership qualities and management skills. Must possess excellent communication and public speaking skills to effectively interface with all contacts including all levels of business, government and the public to represent VFPA. Must have a strong customer service orientation while managing a breadth of responsibilities.. Must also demonstrate effective decision- making, planning and initiative, while fostering the development of all of these competencies as one of VFPA’s emerging leaders.

Normal office conditions, with occasional on-site, evening and weekend activities, as well as some travel.

Marine Transportation Security Clearance

The incumbent must obtain and maintain a valid Marine Transportation Security Clearance when specific projects require this position to access restricted areas/information as defined by the Marine Transportation Security Regulations.
