The Parliamentary Protective Service (PPS) is a separate employer and is not subject to the Public Service Employment Act (PSEA). PPS has its own classification, compensation system, and a different staffing regime. As such, we use a different staffing process and terminology. Persons appointed to PPS continue to be part of the federal government and will receive the public service pension plan and public service insurance benefits plan, which include health, dental, disability and life insurance plans.

Duties

The incumbent of the position is responsible for creating, maintaining and coordinating recruitment files from beginning to end. The incumbent must maintain close working relationships with their HR Business Partner as well as management in order to lead the coordination of assessments, interviews and verifications, and liaise with other Branches and Units within the Service to gather information for selection processes.

The day to day tasks consist in receiving and understanding the staffing requests, preparing and posting job advertisements, communicating with applicants, drafting letters of offer, creating and maintaining staffing files, contacting clients, service providers and preparing reports and other related duties.

Work environment

The Director of the Parliamentary Protective Service reports directly to the Speakers of the Senate and the House of Commons, who act as custodians of the powers, rights, privileges and immunities of their respective chambers and members.

The Director also reports to the Commissioner of the Royal Canadian Mounted Police on operational matters. The Royal Canadian Mounted Police leads security-related activities in accordance with the terms of an agreement between the Speakers of both Houses and the Ministers of Public Safety and Emergency Preparedness.

Intent of the process

Area of Selection1: Open to Employees of Parliamentary Protective Service.

Area of Selection 2: Open to Employees of Senate, House of Commons, Office of the Senate Ethics Officer, Office of the Conflict of Interest and Ethics Commissionaire, Parliamentary Budget Officer and Library of the Parliament.

Note: Area of selection 2 may apply if the pool of applicants is insufficient.

The purpose of this recruitment and selection process is to establish a pool of qualified or pre-qualified candidates to staff the position of Coordinator, Talent Management on a permanent basis. The pool may also be used in the future to staff similar positions on a term or indeterminate basis within the PPS.

Significant* experience providing administrative support services

Experience in preparing reports using various sources and formatting in Excel

  • Significant is defined as the depth and breadth of the experience normally associated with having performing duties on a given period.

Experience working in a security or law enforcement work environment

Experience providing administrative support services in human resources

Experience with a Human Resources Management System such as, but not limited to, PeopleSoft.

Conditions of employment

Reliability Status security clearance - All candidates must be eligible to obtain both a Site Access Clearance, and Enhanced Reliability Status (ERS)*with Secret/Top Secret clearance where required*. The process involves a background investigation that includes: a loyalty assessment, law enforcement verifications, credit and financial verifications as well as a security interview wherein questions may include (but not limited to), previous employment, online activities, financial situation, alcohol and/or drug use. Your personal references as well as previous employers may also be contacted as part of the security screening process. You must also consent to completing a personal history questionnaire, be fingerprinted and photographed. The Parliamentary Protective Service’s Policy on COVID-19 Vaccination requires that all employees attest to their vaccination status.
