Position Information


The Ottawa Hospital is seeking a strong and dynamic leader to serve in the role of Chief Information Officer. Reporting to the President and Chief Executive Officer (CEO), this role is responsible for providing leadership, direction and oversight of operational technology, information management, cyber security and decision support within The Ottawa Hospital (TOH) that is in line with its mission, values, and strategic direction. The Executive will also be responsible for the oversight of a diverse group of employees who provide mission critical services and for developing technologies that support the safety and efficiency of health information and corporate systems with TOH and its regional partners.

Responsibilities

  • Leading the development and implementation of TOH’s IM strategy and ensuring its alignment with all aspects of corporate strategy relating to patient safety, operational efficiency and performance management.
  • Establishing the information management (IM) governance framework that will define the working relationship between the IM Team and other clinical and administration teams with TOH.
  • Identifying and assessing IM trends and opportunities, and related implications and visibility for TOH.
  • Ensuring that an enterprise-wide IM/IT risk management strategy and enabling programs and practices are successfully implemented and integrated across the hospital’s business model.
  • Ensuring the protection and integrity of the data of TOH is free from the risk of cyber attacks and other related problems. This includes finding the most efficient ways to protect all information systems, networks, software programs and databases against any potential attacks.
  • Leading the integration and governance of clinical information system for TOH’s Atlas Alliance, a shared regional health information system (HIS).
  • Serving as the digital health lead on different regional and provincial committees.
  • Providing leadership oversight and guidance on the cost effectiveness of TOH’s current and planned systems, practices, and investments.
  • As a member of the executive team, the EVP & CIO will serve as a role model and leader of TOH’s vision and values with passion and positivity.

Qualifications

  • Bachelor’s degree in related field is required. Equivalent experience in a related field may also be considered.
  • Master’s degree in Health/Hospital Administration, Public Health, or Business Administration, or a related field is highly desirable.

Essential Knowledge and Experience

  • Minimum of ten (10) years of extensive experience managing and/or directing IT operations in a health care setting, including proven experience “leading other leaders”.
  • Minimum of five (5) years in an executive senior management role preferred.
  • Recent and significant experience in managing and leading multi-disciplinary teams of information technology (IT) professionals.
  • Experience in either a shared services IT environment or direct involvement in developing integrated systems involving technology, people and processes.
  • Proven experience working with senior executives, committees or governing bodies.
  • Demonstrated experience leading, motivating and developing a team.
  • Experience managing and monitoring the corporate performance of a department against strategic program and financial targets.
  • Experience working within a research and scientific environment at the national and international levels would be an asset.
  • A solid understanding of networks, networking technologies and network-enabled platforms, as well as current industry standards and practices.
  • An understanding of the role of technology in information intensive organizations and how to marshal information and technology as a strategic decision-making resource.
  • Knowledge of or an appreciation for the range of issues impacting large healthcare or research organizations.
  • Knowledge of the IT and/or IM issues that TOH is addressing.
  • Knowledge of security awareness, risk assessment and penetration testing.
  • An understanding or appreciation for the regional concerns, challenges and opportunities of the external stakeholders.
  • Knowledge of governance best practices.
  • Advanced knowledge of information/knowledge management concepts.
  • Strong project management skills.
  • Strong problem-solving skills.
  • Comprehension of IT infrastructure.
  • Knowledge of data-warehousing and related concepts.

Skills and Competencies

  • A financial appreciation for system recommendations, i.e. return-on-investment (ROI), business cases, etc.
  • An ability and desire to operate in a collaborative leadership role that requires a high level of relationship management abilities.
  • An ability to clearly synthesize complex information and formulate and communicate sound IT and/or IM policy positions.
  • An ability to identify new and exciting strategic opportunities to further advance an organization’s IT and/or IM mandate.
  • A proven ability to develop and implement strategic IT plans that are linked to the business/operation; ideally accomplished sustainable results in the execution of such a plan.
  • An ability to secure and inspire action and buy-in from members, board members, governments, partners and staff.
  • An ability to develop effective working relationships with stakeholder and partner organizations.
  • A demonstrated ability to motivate a professional team.
  • Ability to create a positive, proactive, client and service oriented, mutually supportive, productive and pleasant working environment.
  • Skilled in the areas of written and verbal communications with particular emphasis on maintaining a viable link with senior management and end-users to facilitate planning, scheduling and to assist in meeting overall goals and objectives.
