Job Summary

The Environmental Monitoring and Analysis Branch (EMAB) is a key program area within the Environmental Protection Division (EPD). The branch manages and coordinates the acquisition, publication and application of data analytics and science-based knowledge, including the provision of lab services. The branch supports the management and stewardship of the natural resource sector through ambient monitoring data production, development of scientific/technical standards and guidelines and through the provision of expert environmental and climate change advice and support. The Branch advances the use and application of relevant knowledge and best practices and achieves its objectives through partnerships and shared stewardship with First Nations, partners, and communities. Work is guided by BC’s environmental legislation and regulations. Within EMAB, the Environmental and Climate Monitoring Section (ECMS) is responsible for the province-wide delivery of the air and climate, surface water, groundwater, snow, and water quality monitoring networks (e.g., Provincial Groundwater Observation Well Network (PGOWN)); as well as expert and professional leadership in data collection, analysis, and reporting; equipment installation, operation and maintenance; oversight of operational standards and quality assurance; and development and implementation of analytical products (e.g., snow surveys). The section is divided into four units, including: Groundwater, Hydrometrics, and Hydrology Unit, Ambient Surface Water Quality Monitoring Unit, Air and Climate Networks Unit, and Environmental Data Management Unit.

The Senior Data Scientist oversees, implementation, production support, and performance of the environmental databases, data warehouses, , and business intelligence reporting environments. The position conducts, leads, reviews, or oversees data acquisition, analysis and reporting performed on water, air, soil, snow, and other environmental elements, across multiple information management technologies, platforms, systems and applications. The Senior Data Scientist also leads and conducts research, testing, and standards for new data models, software and security tools to optimize data applications, architecture and systems capabilities. The position works collaboratively with professional/technical specialists across the ECMS to: provide expertise and guidance in the building and management of data systems/frameworks; integrate complex cross-functional business intelligence solutions and technologies; and ensure that data meets the needs of the operational work units. The position provides high-level technical expertise with respect to operational systems and databases to support BC’s environmental and climate monitoring networks. Externally, the position partners with a variety of partners (e.g., federal government officials, local government representatives, industry data specialists, etc.) including First Nations and Indigenous Peoples, to assess and determine shared data requirements. May act on behalf of the unit head during absences (i.e., vacation, sick leave, off-site training, etc.)

Job Requirements:

  • Bachelor’s Degree or higher in Computer Science, Geography, Natural Resource Management or a related discipline and five (5) years related experience*; OR
  • Diploma in Computer Science, Geography, Natural Resource Management, Resource Technology, Information Technology or a related field and seven (7) years related experience*; OR
  • An equivalent combination of education, experience and/or training may be considered.


  • Related experience must include all of the following:
  • Experience assessing data management requirements for a public sector organization
  • Experience in database design, architecture, planning, implementation and ongoing management to ensure relevance to the organization
  • Experience developing IM/IT policies, strategies, models, standards and operational processes related to database architectures and programs
  • Experience with time-series, relational database management (RDBM) and with quantitative analytics, data modelling strategies and techniques
  • Experience planning, organizing and leading field-based data assessments and providing oversight to those engaged in these activities
  • Experience with Python, R, or other coding languages.
