The Human Resources Department supports the University of Winnipeg’s commitment to academic excellence and renewal; student experience and success; Indigenization; research excellence, knowledge mobilization and impact; and financial and institutional resilience. Our core focus is to provide consultation, program development and key services to our faculty, staff and UWCommunity Partners through full service People Support.

The department is seeking a full-time term Sexual Violence and Human Rights Advisor. Under the direction of the Human Rights and Diversity Officer (HRDO), the incumbent will be primarily responsible for the implementation of the UW Sexual Violence Prevention Policy (SVPP) as per Bill 15. They will consult and coordinate the University’s response with the Sexual Violence Response Team (SVRT), HRDO, and other relevant campus and community stakeholders to implement and maintain a university-wide protocol that ensures a consistent, respectful, and supportive survivor-centered approach to disclosures and complaints.

Responsibilities:

  • Delivers full-cycle case management, providing support and guidance to survivors/complainants and respondents regarding matters of sexual violence and human rights.
  • Gathers information from complainants (and others) in a professional and compassionate manner in order to assess safety and other needs.
  • Works in consultation and collaboration with the SVRT and Student Services to identify, support and implement appropriate response including interim measures, accommodation, supports, and engagement of external resources.
  • Maintains case notes and files to support internal and external action and response.
  • Files report(s) with the HDRO and/or police at the request of the complainant or university.
  • Facilitates and/or makes referrals in consultation with SVRT for individuals for campus services and external community services when necessary. Involves the appropriate security or law enforcement for situations as required.
  • Navigates the complexity of handling sensitive information while operating in a FIPPA environment aligned with the UW Policies and Procedures.
  • May act as a support person to accompany complainants (at their request) to meetings with the HRDO and/or police or other authorities.
  • Provides information to employees and students to support outreach and community connections.
  • Conducts research, environmental scans, and collects best practices in creating and revising sexual assault / violence / harassment educational materials, presentations and promotional/informational material that can support the HRDO building awareness and education efforts for employees, students and the public.
  • Collaborates with external and internal marketing services to develop and implement a communication campaign to inform all employee groups, students and community members about Sexual Violence.
  • Promotes the UW’s values for a respectful and supportive survivor-centered response through communication tools, including the HRDO website on Sexual Violence.
  • Provides support and training to employees and students to promote outreach support and build collaborative community connections.
  • Facilitates the development and/or changes to SVPP policies and protocols.
  • Initiates recommendations to respond to intake and case management of informal / formal complaints, by employees and students under the direction of the HRDO.
  • Addresses complaint protocol through ongoing reinforcement of policy directives, and in accordance with relevant legislation, and other governing legislation and regulations.
  • Development of performance metrics and reporting aligned with provincial legislation and best practice.
  • Collects, analyzes and identifies trends and statistics for reporting to university’s stakeholders and external government agencies.
  • Prepares statistics for reporting to the university’s and external sources as required.
  • Prepares annual report on the findings and recommendations of the UW’s Sexual Violence initiatives.
  • Participates as a member of the UW community on related committees and boards.
  • Coordinates the UW’s committee on SVPP. Responsible for coordinating and developing activities to sustain a coordinated approach to survivor-centered and offender-focused services.

Qualifications:

  • Degree from a recognized post-secondary institution in relevant field (Counselling, Social Work, Conflict Resolution Studies, etc.) preferred.
  • Minimum 3 years working experience at an intermediate competency level responding to, investigating, and/or handling sensitive sexual assault/violence situations. Experience in a college, university, community or agency is preferred.
  • Familiarity with a wide range of community support services.
  • Experience in full-cycle case management, providing advice to survivors/complainants and respondents of Human Rights and/or Sexual assault/violence matters.
  • Experience providing advice and/or counselling survivors and/or offenders of Human Rights, sexual violence matters, with advanced knowledge and skill in trauma informed practices.
  • Experience conducting training or presenting on the subject of sexual violence and/or human rights to diverse audiences.
  • Experience implementing anti-violence programming, using an intersectional, anti-oppressive framework, including policy development, training and communication plans is an asset.
  • Requires knowledge of The Human Rights Code – Manitoba, FIPPA, PHIA, PIPEDA, The Public Schools Act, The Child and Family Service Act, and other governing legislation and regulations. Knowledge of criminal law and procedures desirable.
  • Understanding of the psychological trauma of sexual assault, as well as the investigative and legal aspects.
  • Excellent communication skills and written reporting skills to record sensitive and volatile situations, de-escalation techniques, advocacy and conflict resolution skills.
  • Proficiency in MS Office Suite and database.
  • Strong collaboration and teamwork skills.
  • Effective ability to interact with others and deal with situations in ways that respect diverse backgrounds, experience and styles.
  • Flexibility in adapting to change and in participating in consultative decision-making processes.

An equivalent combination of education, experience, skills, knowledge and abilities may be considered.

Condition(s) of Employment:

  • Must be legally entitled to work in Canada.
  • May require occasional work in the evenings.

The salary range for this position will be from $59,235 to $75,037 annually.

Note:The work described in this posting will be conducted in-person, with an opportunity to apply for Remote Work for up to two (2) days per week.
