Senior Director, Finance Sustainment, Business Applications and Projects

Reporting to the Executive Director, Integrated Business Applications Sustainment, Transformation & Special Projects, the Director, Integrated Business Applications Sustainment & Projects is accountable for PHSA’s functional sustainment of the integrated business applications for Finance, Supply Chain, Human Resources and Payroll. This role is responsible and accountable for providing strategic leadership, direction and guidance for the implementation, maintenance, enhancement and improvement of the functional system sustainment and project direction. Key contacts are with Information Management/Information Systems (IMITS), partners within health authorities and organizations, external consultants/vendors and unions as well as stakeholders at all levels to consult, obtain feedback, negotiate and ensure commitment to systems change, data integrity and advancement of organizational priorities. The Director will provide functional and project leadership in defining data requirements for the business and ensure the availability of reporting requirements to support management and meet operational and project needs.

Enables PHSA and other stakeholders to achieve operational and strategic objectives while ensuring compliance with regulations and sound internal controls through the fostering and promotion of excellence, quality in the deliverables, efficiency and innovation. Assist in day-to-day production issues, act as escalation point to resolve urgent and/or complex issues, and manage stakeholder expectations.

What you’ll do
  • Provide direction and leadership to Integrated Business Applications Sustainment that manages the timely and accurate functional sustainment support, including system analysis, integration, reporting requirements, implementation of internal controls, business process mapping and documentation, developing improvements and ensures adherence to corporate policies, government and regulatory requirements, including those of the collective agreements.
  • As part of the leadership team, functions as a key part of the Integrated Business Applications Sustainment contributing to the strategic direction of the team by providing critical “out-of-the-box” thinking to support the development of new processes and solutions.
  • Provide direction for the planning, implementation, delivery and evaluation of special projects and functions as a leader and expert regarding definition, standardization and best practices, management and execution of project initiatives.
  • Identify and evaluate new initiatives, continuous improvements, business development and partnership opportunities. Communicates information and make recommendations to the Executive Director, Integrated Business Applications Sustainment, Transformation & Special Projects for evaluation and approval. Facilitate the implementation of approved services.
  • Ensure appropriate audit trail information and internal controls are integrated and maintained with the implementation of new systems and practices. Manages risks by identifying issues and mitigate or eliminate them.
  • Measure performance of service delivery utilizing common templates and reporting mechanisms. Develop and disseminate information/data for effective decision-making and identifying best practices and benchmarking.
  • Develop effective and efficient communication mechanisms through continual liaison and negotiation with all customers and internal and external partners to address issues, and identify improvements to maximize efficiencies.
  • Ensure that the integrated functional sustainment support is delivered in a customer-focused service-oriented environment and leads staff in creating a true customer-based service.
  • Provide leadership and mentoring to the PHSA leaders including BCCSS in managing the day to day operations of the functional solution services.
  • Provide leadership to staff by fostering an atmosphere, which promotes and encourages employees to realize their maximum potential and encourages growth. Oversee all aspects of human resource management within the portfolio including effective resource planning based on strategic objectives by assessing future state needs and recommending solutions, alternatives and
    consequences of options.

What you bring
Qualifications
  • Bachelor’s Degree in Commerce or Business Administration plus a professional accounting designation (CA, CGA or CMA) or Master’s Degree in Business, Leadership or other relevant field. A minimum of ten (10) years of related experience within a large, complex multi-site organization and in a progressively more complex leadership roles, including experience with business applications functional sustainment, evaluating, managing and implementing computerized ERP systems, developing policies and processes, project management, change management and organizational development.

Skills & Knowledge
  • Extensive years of people management experience as it relates to hiring, training, evaluating, disciplining and any related management activities to staff. Demonstrated knowledge of working in an environment with collective agreements, applicable legislation and regulations. Comprehensive knowledge of accounting principles including internal control and audit requirements as well as legislation, regulations, practice and guidelines. Ability to administer and provide leadership to others. Thorough knowledge of information systems relevant to Payroll, HR, Finance and Supply Chain. Ability to lead new system implementations and interfaces. The ability to work under pressure with changing priorities and to meet deadlines. Ability to maintain accuracy and attention to detail. Strong commitment team building and leadership in ensuring customer service excellence. Strong written and oral communication skills. Ability to work in a dynamic and fast paced environment while managing and developing staff. Excellent organizational and problem solving skills. Ability to make decisions and recommendations involving highly complex issues.
  • Understanding of various reports including Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC’s Declaration on the Rights of Indigenous Peoples Act (2019), In Plain Sight, Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Models and supports full team commitment to Indigenous Cultural Safety and anti-racism.
  • Collaborates with peers to ensure ICS lens applied holistically through department as whole
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC’s Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).

Salary Range:$116,685 - $167,734 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
