Summary

Working within the Graham Capital team and reporting to the Concessions Associate Director or Concessions Director, the Project Coordinator, Infrastructure contributes to the team’s core objective of securing and delivering profitable, low risk work in partnership with Graham’s Infrastructure and Buildings divisions under a variety of Public Private Partnership delivery models. The Development Coordinator supports this objective by assisting with the identification of a pipeline of potential projects in target industry sectors, prioritizing specific project targets for pursuit, developing pursuit strategies, and coordinating the preparation of competitive and innovative proposals for our client partners. Following project award, the Project Coordinator, Infrastructure leads early project development activities, liaising with both internal and external personnel to drive the technical, legal, and financial work streams to enable project execution. The Development Coordinator provides regular and ongoing support through project execution and long-term operations to ensure the established plans and financial targets are delivered upon.

Essential Functions

Execution
Represent Graham in various project forums, including collaborative meetings and presentations.
Assist in the development of teams to bid effectively on projects and win jobs for Graham to deliver.
Assist in providing input and direction on design, construction, schedule, or other delivery aspects during bid development.
Assist in providing guidance and oversight as a representative of the consortium team during the construction execution, long-term operations, and maintenance stages of the project.
Provide support to the Concessions Associate Director / Concessions Director as required.

Structuring, Legal, & Governance
Demonstrate an understanding of legal contract terminology, structure, and terms & conditions.
Contribute to the creation and/or review process for new contracts and teaming agreements.
Assist in the administration of contracts from project conception through to close-out.
Remain compliant with internal controls and assist with execution of GMS gate requirements.
Assist with reporting, analysis, and presentations on projects.

Planning and Process
Contribute to market analysis and identification of potential project targets.
Communicate proactively and regularly with regional partners, both internal and external.
Understand the needs of potential clients to assist in preparing a comprehensive proposal response.
Engage the Infrastructure and Buildings teams to develop bid strategies and ensure the right processes are followed to put Graham in the best position to win a bid.
Ensure the correct planning has been done to qualify and win the bid.
Assist in project commercial and technical negotiations with our clients and consortium partners.

Financial Accountabilities
Assist with creating and maintaining bid budgets for P3 projects.
Make recommendations to ensure the project is within its affordability constraints, and that the elements that dictate this, such as cost-efficient design, are executed well in the bid.
Analyze risk and ensure that project risks are managed effectively and proactively.
Develop a basic understanding of the financial models that underpin our P3 projects.
Assist with ongoing financial management of P3 projects at the consortium level.
Contribute at the highest level to Graham’s financial performance for the benefit of our unitholders.

Client Focus
Build deep, meaningful relationships with both active and prospective clients.
Ensure that Graham is perceived as a professional firm, a trusted partner, and a leader in industry.
Assist in understanding the objectives of the client, and what is driving Graham’s partners and competition.
Seek new business opportunities proactively through existing relationships.
Extend client focus to our Infrastructure and Buildings divisions, supporting them in the pursuit and delivery of profitable, low-risk work.

Education, Experience and Knowledge
A degree in business or engineering is required.
Basic knowledge of project management, contract law, and finance is an asset.
Minimum 3-5 years of relevant Infratructure construction project experience in a project delivery role.
Experience with full-lifecycle project delivery, including pre-pursuit, bid, execution, and closeout.
Deep understanding of our markets in the Buildings and Infrastructure sectors.
Basic understanding of all aspects of project delivery, including preconstruction, estimating, design, financing, maintenance, and lifecycle.
Good commercial acumen, strong client focus, and excellent leadership potential.
Excellent written and verbal communication skills.
Knowledge of different procurement processes.
Good understanding of the political landscape.
Knowledge of the approach of competitors.
Thorough understanding of contract approaches across the market.
Proficiency with MS Office Suite, project management software, and collaboration software.
