The Trans Mountain Expansion Project will provide increased capacity to support Canadian crude oil production growth and ensure access to global energy markets. The largest project in the pipeline’s history, it involves installing approximately 980 kilometres of new pipeline, as well as new and modified facilities.


Reporting to the Senior Manager, Project Controls, Project Services, the Project Controls Specialist will be accountable for reporting on the status of all costs, progress, changes requests, and change directives in accordance with TMEP Project processes and procedures. This role will oversee spend up to $4B of Owner Managed Execution Costs and will have a full understanding of Project Cost and be responsible for WBS area-specific Progress and Forecast Reporting.


Key Responsibilities

  • Steward project Earned Value measurement, progress measurement, and forecasts according to agreed schedule with proper monitoring of Daily, Weekly Progress and Productivity reports.
  • Monitor and report Work Breakdown Structure (WBS) area Cost performance according to their approved budgets and proactively monitor potential changes, trends, and deviations early enough to allow for cost mitigation strategies or early warning of cost pressures.
  • Report weekly, monthly and quarterly on project financial and cost performance metrics and make suggestions for improvement.
  • Foster a high level of engagement with all stakeholders across all aspects of the project.
  • Spearhead Monthly and Weekly meetings with Senior Leaders and Project Managers to go over weekly reports.
  • Understands construction progress and earned value to be able to assess the health and status of numerous work scopes.
  • Verifies contractor earned value reporting and helps drive consistent methods of reporting.
  • Communicate project status reporting to the Project Controls Managers, Project Managers/Directors, and propose and develop other key financial metric reports, as needed or requested.
  • Data analytics reporting based in a Power BI system.
  • Consistently maintain and demonstrate a high regard for personal safety, safety of company assets, employees/contractors, and the general public.

Qualifications and Professional Experience

  • 5+ years progressive experience in Project Controls or Construction Management, ideally overseeing large budgets.
  • 10+ years of relevant industry experience.
  • Relevant post-secondary education and industry certifications considered an asset.
  • Engineering, Procurement and Construction (EPC) experience and experience with Earned Value Measurement preferred.
  • Strong proficiency with Microsoft Office tools.
  • Excellent analytical skills.
  • Ability to work collaboratively with others.
  • Ability to create ad hoc reports.
  • Excellent verbal and written communication skills.
  • Strong organizational skills.

Other Requirements and Information

  • Potential to travel to various sites.
  • Flexible workweek; may need to work on the weekend.
