About RCS
Regeneration Community Services (RCS) is a non-profit community mental health and addictions supportive housing provider. RCS was founded more than 40 years ago, to provide quality affordable supportive housing and support services to persons with mental health and addictions issues in Toronto. RCS is proud to support over 400 individuals on their recovery journey, with a housing stock of over 350 units across the city.

Position Statement
Program Managers are members of the Senior Management Team and are responsible for the administration, coordination, and delivery of service provision for the program consistent with the mission, values, policies, and procedures of Regeneration Community Services (RCS), as well as government legislation/regulations. Program Managers establish and maintain effective client-member, staff, student, volunteer, advisory and community relations to meet the varied needs of the program, including staff recruitment and supervision, budget administration, property management, community networking and managing client-member and intake statistics. Program Managers undertake these responsibilities working in partnership with RCS staff and client-members.

Program Responsibilities
1. Ensure systems are in place to respond to client-member input/feedback regarding service delivery and to promote client participation and a working partnership in the operation of all programs.

2. Ensure the implementation and management of RCS policies and procedures and program mandate into operational design and service delivery, and to inform the Program Director of any changes or action required.

3. Ensure program and client service compliance with relevant legislation and funder/Ministry expectations and guidelines.

4. Ensure that the day-to-day programs are maintained and monitored, consulting regularly with the Program Director. Involve other relevant staff and client at RCS, as needed, to resolve program problems and support appropriate implementation of established practices.

5. Monitor and evaluate program service delivery model and operational procedures, as well as program expansion/redirection, on an ongoing basis.

6. Respond to related issues within the program in a timely manner using sound judgement.

7. Assist and support staff in crisis intervention and follow-up.

8. Coordinate the intake and application process.

9. Schedule and participate in a rotational on-call for after-hours program emergency response.

10. Other duties, as assigned by your supervisor.

Agency Responsibilities
1. To be aware of and adhere to agency policies and procedures found in the Employment Policies & Procedures Manuel.

2. Work within the standards outlined in RCS Employment Policies & Procedures Manuel.

3. Reflect the philosophy of the organization and to follow all policies and procedures.

4. Adhere to provincial and RCS privacy and confidentiality guidelines.

5. To ensure that relevant and accurate information is maintained and disseminated as required such as employee expense sheets, time sheets and time off requests.

6. To accurately adhere to the agency data reporting requirements.

7. To participate on agency committees on a voluntary basis.

8. To participate in agency special events.

9. To participate in organizational committee facilitation.

10. Engage in own supervision in accordance with established procedures. This includes participating in regular appraisals of job performance and completing a yearly goal plan.

To engage in ongoing professional development.

Human Resources:
1. Provide leadership to develop, maintain and enhance individual staff and program team relations and positive communications between RCS and other agencies/organizations in the community.

2. Recommend the selection, promotion, staff compensation changes and dismissal of staff to the Program Director.

3. Responsible for the orientation, ongoing training, supervision, performance, development plans, evaluation and discipline of staff, students, and volunteers according to established policies and procedures.

4. Have full working knowledge of the Collective Agreement with CUPE and manage the program within the requirements of that agreement.

Administration:
1. Develop and maintain a database to collect information required to generate regular reports and to undertake demographic and statistical analysis in order to meet agency reporting requirements

2. Ensure time sheets for hourly/relief workers are submitted to the Payroll and Benefits Coordinator, according to the pre-determined schedule.

3. Annually review procedures manual and recommend changes, amendments, additions or deletions.

Policy:
1. To implement policies and procedures, as established by the Board of Directors, under the direction of the Program Director.

2. To assist the Program Director with strategic planning and priority setting.

3. To attend meetings of the Board of Directors and Board Committees as assigned by the Executive Director.

Financial:
1. Assist in the preparation of the program’s annual budget.

2. Review financial statements monthly, in consultation with the Program Director and the Manager of Accounting and Administration, to ensure cost control and to allow expenditure planning to the end of the year.

3. Authorize expenditures, according to the approved budgets and procedures; includes being knowledgeable of Ministry definitions.

4. Ensure all receipts, invoices and other supporting documentation are submitted to Finance in proper time period to substantiate and record expenditures made on behalf of the program.

5. Oversee the record keeping system including client documentation, cash for clients in our employment program, petty cash, and staff expense reports.

External:
1. Participate as a member of community groups as approved by the Program Director, to keep abreast of current trends and to represent RCS positively and professionally.

2. Actively coordinate outreach to a range of individuals and community groups.

3. Promote Awareness of the program through public speaking, as appropriate, in consultation with the Program Director.

4. Participate in committees of the Board of Directors.

Qualifications

· A degree/diploma (preferred) or relevant experience in the health or social sciences, preferably related to services for individuals with mental health and addiction issues. Educational qualifications in the field of social work, psychology, psychosocial rehabilitation, and/or occupational therapy are an asset.

· Minimum three years supervisory experience. Minimum five years working within the field of community mental health and/or addictions services – experience in affordable/supportive housing is an asset.

· Demonstrated leadership skills including team building, supportive supervision, and leading change. Experience operating within the context of a team.

· Skills related to developing effective relationships with external agencies, stakeholders, and community.

· Understanding of the link between systemic discrimination and mental health using an anti- discrimination/anti-oppression framework.

· Sensitivity to the stigma, marginalization, and poverty experienced by many client-members. Ability to interact with client-members in a positive and supportive manner while respecting their autonomy and individuality.

· Understanding of Recovery Principles. Strong counseling and crisis prevention/intervention skills.

· Knowledge of a trauma-informed approach.

· Knowledge of available community and mental health resources in the City of Toronto.

· Group facilitation skills are an asset.

· Strong written and verbal skills.

· Computer competent and literate (word-processing, email, internet, computer-based case management software).

· Personal characteristics of flexibility, resourcefulness, creativity, independence, sensitivity, persistence, and commitment are necessary.

· Sound judgement and decision-making, organizational, time management, analytical and communication skills.
