Main Purpose and Function

The Senior Transportation Planner is responsible for leading a variety of key policy initiatives and projects on behalf of the Transportation Planning branch. This may include one or more current area plans such as Broadway or similar. Their responsibilities include developing project scopes, defining requirements and identifying stakeholders, leading technical studies, fostering crucial relationships, and formulating recommendations through collaborative efforts with the branch manager and other senior team members. Furthermore, the Planner collaborates across City departments, ensuring that proposed projects and policies align with existing policies and support overall city objectives.


This role operates under the supervision of the Senior Transportation Planning Engineer and maintains close coordination with a diverse group of professionals, including Transportation Engineers, Planners, and technical personnel within Engineering Services. Interactions will also extend to departments such as Planning, Urban Design and Sustainability (PDS), and the Park Board. Externally, the Senior Transportation Planner engages with a range of stakeholders, including Business Improvement Areas (BIAs), Metro Vancouver, Hub Cycling, TransLink, and other key partners.


Specific Duties and Responsibilities

  • Conducts transportation planning studies and develops policies to meet the needs of residents, businesses, and visitors over a 30 year horizon at citywide, community and corridor levels, and as it relates to the Vancouver Plan.
  • Provides transportation leadership to one or more area plans, working closely with the Planning Department and others to develop sustainable transportation plans and projects to support proposed growth.
  • Collaborates with other branches and departments to provide transportation planning leadership to other projects, in particular area plans initiated by PDS, and major development sites.
  • Provides expertise in relevant city policies and emerging best practices, and how they apply to a variety of projects they may be leading or supporting.
  • Identifies relevant spatial and network related analyses required to inform planning direction and decision making, conducting analysis and developing consultant studies as required.
  • Manages consultant contracts and provides guidance to junior staff on related projects.
  • Reviews, conducts and delivers transportation studies and reports in alignment with the goals and objectives of Transportation 2040, the Climate Emergency Action Plan, Vancouver Plan, and other strategic City plans.
  • Participates in and leads public engagement events, providing input on material development and engaging stakeholders on policy issues, corridor and network improvements, neighbourhood plans, and area transportation plans.
  • Prepares and delivers technical presentations to the public and external agencies.
  • Acts as a liaison with other departments and outside agencies, including Metro Vancouver and TransLink, and reviews and analyses external agency / departmental plans and policies.
  • Reviews and provides recommendations on major development projects or land use planning initiatives within Vancouver.
  • Supports and provides input on numerous parallel and related long range transportation planning initiatives, including the Broadway Plan, the Climate Emergency Action Plan, and the Vancouver Plan.
  • Keeps current on transportation planning trends and guidelines.
  • Other duties/responsibilities as assigned.

Qualifications
Education and Experience:

  • A degree in Planning, Urban Design or Landscape Architecture recognized by the Canadian Institute of Planners and a minimum of two years’ professional experience conducting transportation network planning studies, corridor studies, urban design, and policy reviews or an equivalent combination of education, training and experience.
  • Experience in transportation planning, urban design, and transportation policy development.

Knowledge, Skills and Abilities:

  • Considerable knowledge of local and regional transportation policies and issues.
  • Expertise in urban design, transportation planning and land use best practices.
  • Proficiency in developing reports, technical documents and presentations.
  • Excellent interpersonal, written, and verbal communication skills.
  • Strong research and analytical skills.
  • Ability to clearly convey complex data and urban design concepts and data to diverse audiences.
  • Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders.
  • Ability to speak effectively in public through formal and informal meetings and presentations.
  • Ability to supervise and guide the work of team members.
  • Ability to manage large workloads and multitask effectively.
  • Ability to work independently with little supervision.
  • Ability to exercise sound judgement, diplomacy and tact.
  • Proficient in the use of various software applications, such as MS Office.
  • Proficiency in Adobe Creative Suite, GIS, Sketchup and similar software is considered an asset.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.


The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
