Summary
The Utilities Supervisor is responsible for advising and supporting strategic decision making, financial sustainability and efficient delivery of financial services including the oversight of the Utility Billings work unit. The incumbent is responsible for the oversight of revenue operations for all CRD water and sewer utility service areas, including the administration functions relating to meter reading, utility account billings, land development account administration, and collections for CRD utility systems. This position is responsible for optimizing the financial and operational management of activities, development of policies and procedures, development of utility account billing and bylaw amendments, maintaining accurate and comprehensive reports and information for analysis, and for ensuring a high degree of customer service.

Duties & Responsibilities

  • Provides advice, guidance on best practices and policies while overseeing the utility billing function and work unit for the CRD ensuring all aspects of the production and distribution of utility account bills and notices.
  • Plans, organizes and supervises the work of the unit and monitors workload to provide training, guidance and direction to ensure timely and accurate billing to customers and excellent customer service. Supervises the meter reading function, including data loading and verification. Monitors and reports on work orders.
  • Functions as a super user for the IS-Utilities module of SAP to ensure functionality, provide expert advice on SAP system issues and assess implications for billing, reporting and analysis and address issues as they arise. Updates the various utility rates within the utility billing system ensuring accuracy.
  • Leads business process reviews. Recommends policy, procedure and system improvements to maximize efficiencies based on best practices and regulatory requirements. Provides revenue, financial and other reports, projections, forecasting, and analysis for multiple utility service areas as required.
  • Addresses organizational risk through the monitoring of financial internal controls. Provides information and interpretive guidance to internal/external stakeholders related to financial management best practices, analysis and reporting. Provides advice and guidance to commission and committee members as required.
  • Investigates and researches complex billing inquiries and/or problem accounts to identify anomalies, ensure accuracy of records/accounts, reviews and approves adjustments to customer billing transactions. Responds to inquiries and complaints regarding water accounts and CRD Water Bylaw regulation.
  • Supports and provides expertise to special projects, including analysis and budget support, done by or for Financial Services and prepares reports and recommendations for all levels of management.
  • Works collaboratively with IWS, IT and other service departments on various interrelated processes and initiatives.
  • Oversees and evaluates consumption of municipal wholesale and miscellaneous revenue invoices. Oversees prompt collection of overdue utility accounts and resulting processes. Reconciles various accounts and prepares journal entries as appropriate.
  • Follows all policies, procedures and standards of the CRD. Performs other related duties as required.



Qualifications

  • Chartered Professional Accountant (CPA) designation and a degree in a related discipline, such as Commerce or Accounting plus six (6) related years’ experience, including a minimum of three (3) years supervisory experience or an equivalent combination of education and experience.
  • Excellent communications (verbal and written), interpersonal and customer service skills are required. Ability to supervise staff effectively and cohesively in a multi-disciplined team environment while delivering exceptional customer service.
  • Knowledge of and ability to prioritize tasks based on revenue impact and financial reporting risk assessment. Ability to manage projects including setting timelines and meeting deliverables.
  • Knowledge of and ability to use various computer word processing, spreadsheet and project scheduling programs and databases. Demonstrated ability to work with an ERP system, such as SAP, and assist in the ERP development. SAP experience is an asset.
  • Experience handling, balancing, recording and depositing cash; to complete accurate reconciliations, including year-end working papers, and calculations with accuracy and speed.
  • Ability to simplify and communicate complex concepts to different audiences to support learning and bring alignment to the organization across departments and divisions.
  • Ability to deal tactfully, courteously, and effectively with the public including addressing customer complaints and diffusing difficult situations.
  • Ability to understand and interpret various bylaws and legislation related to the CRD and Water Services including ability to operationalize and enforce local government bylaws.
  • Must possess a valid BC Driver’s License.
