Summary Of RoleWorking from one of the ESFL office locations in Oshawa, Bowmanville, Pickering or Darlington locations. Supports the Quality Assurance Manager – Nuclear and Project QA Manager in maintaining the QA Program, including monitoring effective implementation and compliance with the Company Quality policies, programs and practices.KEY CONTACTSCustomer/ClientArea Managers, Project Managers, Foremen, Sub-foremen and all other Company ManagementEmployeesKey Responsibilities And/Or Services Provided
  • Provides oversight of the ESFL N299 and N286 QA Programs at ESFL Sites described above. This includes oversite of compliance to ESFL Conventional and Nuclear Pressure Boundary Programs as they apply to ESFL Construction Projects;
  • Is fully conversant with all codes and QA requirements which the Company requires;
  • Anticipates codes and customer audit requirements and formulates plans to reduce the overhead costs and still meet all Code and Customer needs;
  • Works with Corporate Quality Assurance Manager to determine the QA certifications needed in each business sector and actively promotes company’s certifications to maximize market opportunities;
  • Provides mentoring and coaching to QA/QC personnel;
  • Interfaces with Client Quality Oversight Groups;
  • Preparation of Program and Project Specific QA Plans;
  • Active participant in the ESFL Corrective Action Report (CAR) and Nonconformance (NCR) programs, ensure preventive measures are taken, and client and employee complaints are addressed;
  • Participates in, Conducts, and Performs Investigations in support of Apparent, Root and Common Cause Analysis;
  • Establishes and maintains a statistical approach to tracking deficiencies, NCRs, weld repair, fit up problems;
  • Provides support with preparation and follow-up on Internal and External Audits;
  • Furthers company expertise by remaining current on all QA related matters;
  • Ensures the development and maintenance of the corporate QA Documentation (Manuals, Procedures, Instructions);
  • Suggests improvements in procedures (work instructions) to increase efficiency and quality;
  • Promotes continuous improvement, awareness and compliance with QA policies and procedures throughout company branches and project sites
  • Maintains strong and cooperative relationships with external QA counterparts, colleagues and legislative bodies;
  • Acts as QA Resource and provides expert and timely input to all areas of the Company
  • Assists company sales staff in seeking out potential new QA Certifications to support new business opportunities. Provides QA and Code information as required
  • May assist in development of ITPs for awarded projects as well as review of History Files and Dockets (as-required);
  • Prepares and participates in Roll-Outs/Learning Briefs;
  • Prepares and participates ESFL Self-Assessments;
  • Supports the ESFL training program and enhances Company Personnel’s understanding of code requirements and quality standards relating to corporate and project requirements;
  • Ensures Corrective Actions taken to address issues and problems are effective and communicated to all parties affected;
  • Participates directly in projects (field and shop sites) as required
  • Provides leadership and expertise in furthering company position on Codes and Standards related matters as they may relate to customer concerns or issues
  • Reviews purchase orders and technical issues with QA staff, as required;
  • Provides Supplier approval methods to ensure compliance with contract requirements;
  • Participates in company and customer kick-off meetings, as required;
  • Ensures field sites are regularly audited and field inspection staff receive proper direction and instruction

  • Bachelor’s Degree or Diploma in Quality or Engineering, CET or equivalent certification and experience, or
  • Sufficient Practical experience in the Nuclear Industry to gain the required knowledge for the position;
  • Knowledge of Inspection techniques and methods;
  • Intimate knowledge of various Codes and Standards
Specific Experience Or Skills
  • 10 - 15 years QA experience in a construction and/or nuclear environment
  • Apparent, Root and Common Cause Analysis investigation experience
  • Fully conversant with ASME-BPVC Section I, II, III, V, VIII, IX, B31.1 and B31.3
  • Knowledge of and experience with CSA N299.1/.2/.3.4, N285, N286, ASME NQA1, ISO 9001
  • Completely familiar with the development of Project QA Plans and ITP (Inspection Test Plans) in accordance with various Codes and Standards;
  • Background with large scale construction operations is required
