Your resume AND a narrative (approximately 5000 words) that clearly demonstrates how you meet each of the essential qualifications and any of the asset qualifications that apply.

You must provide concrete and detailed examples to clearly demonstrate how you meet these qualifications. The screening board cannot make any assumptions about your experience. It is not sufficient to say that you have the required qualifications or to list your current or past duties. One effective approach would be to write one or two paragraphs demonstrating that you have the required experience and ensure that clear and accurate details are provided. You must clearly demonstrate how, when, and where the qualification was met through substantiation by examples. Information provided on your described experience should be supported by your resume. Failure to provide the above information in the format required may result in your application being rejected from the process.

Duties

Project Manager AR-05:

This process is to identify qualified Project Managers. Successful candidates will work in a multi-disciplinary team environment located in the Pacific Region and will manage real property projects characterised as having a moderate level of complexity and value. Positions are based in Vancouver and the work involves a variety of activities ranging from the pre-design to the post construction and occupancy stages of projects, including:

  • Analysis of client’s project requirements;
  • Procurement and execution of various site studies by subject matter experts including: pre design reports, building condition reports, heritage studies, geotechnical and environmental reports, etc.;
  • Procurement and management of design and construction contracts through the Real Property Contracting group;
  • Management of all aspects of real property projects in accordance with the PMI knowledge areas and PSPC’s project management system;
  • Implementation of quality assurance reviews during all phases of service delivery to ensure objectives of time, cost and quality are being met;
  • Compilation of data for the preparation of budgets, forecasts and monitoring of expenditures;
  • Management of project-specific teams and provision of direct client service in the delivery of projects.

Senior Project Manager AR-06:

This process is to identify qualified Senior Project Managers. The candidate would manage large, complex projects or be responsible and accountable for the delivery of programs of real property projects to one or more federal government clients. The Senior Project Manager also has supervisory responsibility for one or more project managers and officers as well as financial responsibility and accountability for project or program funding. Positions are based in Vancouver and the work involves a variety of activities ranging from the pre-design to the post construction and occupancy stages of projects, including:

  • Analysis of client’s project requirements;
  • Procurement and execution of various site studies by subject matter experts including: pre design reports, building condition reports, heritage studies, geotechnical and environmental reports, etc.;
  • Procurement and management of design and construction contracts through the Real Property Contracting group;
  • Management of all aspects of real property projects in accordance with the PMI knowledge areas and PSPC’s project management system;

EXPERIENCE:
For the Project Manager AR-05 positions:
  • Significant experience* in managing real property projects with varying degrees of complexity and magnitude.
  • Experience in managing projects involving the renovation or repair of real property infrastructure.
  • Experience working with multidisciplinary teams in a real property environment.

  • Significant experience for the AR-05 positions is defined as the depth and breadth of experience associated with full-time performance of these duties for a period of at least five (5) years.
For the Senior Project Manager AR-06 positions:
  • Significant experience* in managing multi-discipline real property projects with high degrees of complexity** and magnitude.
  • Experience providing strategic advice to clients or senior management on the development or delivery of real property programs.
  • Experience managing human and financial resources in a real property project environment.

  • Significant experience for the AR-06 positions is defined as the depth and breadth of experience associated with full-time performance of these duties for a period of at least eight (8) years.
**Complexity is defined by factors such as operational environment, technical difficulty, multiple stakeholders, multi-jurisdictional involvement, expanded multi-disciplinary project teams, sensitive, risk/security involved, significant heritage components, specific governance and communications, interrelated projects and programs, high level authorities for project and funding approvals, and intricate partnerships and significant collaboration.

  • Experience managing projects related to highway or bridge infrastructure.
  • Experience managing projects in a heavy civil/marine or industrial environment.

  • Experience managing office or special-purpose building projects, such as fit-up, major renovations or new construction.
  • Experience in the application of Acts and Regulations covering the administration, construction and management of real property in the context of the federal government.

  • Experience working with Indigenous groups in real property projects.

For the Project Manager AR-05 Positions:
  • Experience with the delivery of or management of projects with alternate forms of delivery: construction management, design-build, public private partnerships, etc.
  • Experience with the delivery of or management of complex, multi-stakeholder, major accommodation and real property asset projects with large project teams and numerous tenants with varying requirements.
  • Experience managing projects with a heritage component.
  • Experience incorporating and advancing sustainability objectives and targets (e.g., LEED Platinum and Gold, carbon neutrality, green technology)

For the Senior Project Manager AR-06 Positions:
  • Experience managing projects with alternate forms of delivery: construction management, design-build, public private partnerships, etc.
  • Experience managing complex, multi-stakeholder, high profile (i.e., characterised by exceptional public visibility, media attention, political sensitivity, relative importance, critical schedule, etc.), major accommodation and real property asset projects with large project teams and numerous tenants with varying requirements.
  • Experience managing projects with a heritage component.
  • Experience incorporating and advancing sustainability objectives and targets (e.g., LEED Platinum and Gold, carbon neutrality, green technology)

Conditions of employment

Various security clearance requirements: Reliability Status or Secret

  • Willingness and ability, in the future, to undergo and maintain additional security clearance such as; secret and secret enhanced, in order to meet government and clients’ needs
  • Possession of a valid B.C. Driver’s license OR personal mobility to the extent normally associated with the possession of a valid driver’s license, within the limits of the Treasury Board Policy.
  • Willing and able to conduct site visits and travel to project sites throughout B.C. and Yukon.
  • Willing and able to work outside of normal working hours.
  • Willing and able to work in and around construction sites and to wear required protective gear.
  • Willing and able to work on projects in active and hazardous industrial environments including various construction sites
  • Willing and able to work on projects in secure environments such as prison facilities, Canada-U.S. border crossings, etc.
