JOB SUMMARY

The Procurement Agent is responsible for performing various aspects of the Procurement function including sourcing goods and services, initiating and monitoring competitive procurements (RFx), evaluating vendors and interacting with internal and external clients.

MAJOR RESPONSIBILITIES

The essential responsibilities of the job include but are not necessarily restricted to the following:

Source goods and services.
Verify signing authority and all appropriate back-up documentation is attached to requisitions before creating purchase orders and follow up as required
Generate all purchase orders for stock, non-stock and services.
Approve purchase orders up to $5,000 in value.
Ensure specifications are in place including insurance, performance bonds, letters of credit, work order numbers and Workplace Safety Insurance Board experience requirements prior to issuing purchase orders.
Monitor and expedite open purchase orders regularly and close as required.
Maintain close liaison with Legal regarding terms and conditions for procurement contract agreements.
In cooperation with Accounts Payable staff, investigate discrepancies with invoices and take action to resolve.
Ensure Customs and NAFTA regulations are met when importing goods or exporting goods through liaison with our Customs Broker.
Ensure Workplace Hazardous Materials Information System (WHMIS) documentation, Safety Data Sheet (SDS), is provided by the vendor.
Monitor and maintain adequate levels of material in stock, taking into consideration available space, price breaks, actual job requirements and delivery lead times.
In cooperation with Materials Management staff, investigate discrepancies with materials shipments and take action to resolve.
Maintain records regarding base metal prices (copper, aluminum and lead) to ensure cable purchase price escalations/de-escalations are correct.
Review re-order points and make recommendations for increasing or decreasing levels, as appropriate, based on usage, to maintain inventory balances to support inventory turns.
Attend Operations meetings to stay up-to-date with current and short term material requirements.
Work closely with Standards, and/or attend meetings, for material qualities, substitutions and approval to use material within certain specifications
Follow established procedures to maintain compliance with Metering’s technical and quality systems procedures as they relate to Measurement Canada regulations pertaining to our meter testing and servicing accreditation.
Obtain, verify and summarize price quotations.
Initiate, monitor and compile records for competitive procurements (RFx) and recommend procurement (RFx) award
Recommend vendors and evaluate vendor performance.
Liaise between internal clients and external vendors for quotes, material deliveries, etc..
Provide support and advice to staff from all areas of the organization with respect to the procurement function.
Investigate and research problems and follow through to resolution.
Be familiar with the different products and services provided by the Utility and understand business processes and general utility information.
Identify and recommend process improvements
Provide cross training to new or existing staff
Perform other related duties as assigned.

EDUCATION AND EXPERIENCE

Post-secondary education in a related field, preferably in Procurement or Materials Management.
Minimum 2 years’ experience in Procurement or Materials Management.

ADDITIONAL REQUIREMENTS

English essential, both oral and written
Bilingual (French/English) considered an asset.

$76,851.45
