Role

Experienced and Wise Accountants! Are you someone who enjoys diving into the details of interpreting policies and legislation? Are you that reporting go-to person, or the approachable professional who is comfortable with communicating concepts? We are looking for Accountants to help us support and provide advice on our accounting and reporting standards.

As a Manager within the Office of the Controller, your focus will be to provide advice to a variety of ministries across the Government of Alberta. While you will not directly supervise people, you will collaborate and support a variety of government departments and entities. You will interpret and/or develop policies related to accounting standards and conduct research on accounting issues. You will coordinate and liaise with the Office of the Auditor General and ministries on accounting and financial issues. You will also work with the Office of the Auditor General to resolve audit issues. These positions, which are distinct yet interdependent, act as a front-line contact on a variety of accounting and disclosure matters to provide interpretation, analysis, and recommendations. Manager, Financial Accounting & Standards:
Our team promotes government accountability through the development of accounting and financial policies. You will advise on corporate financial accounting policies and standards interpretation. You will draft briefing materials and position papers for stakeholders, including the Controller, Deputy Minister or Minister, and the Provincial Audit Committee. Your days will include providing support through attending ministry audit entrance and exit meetings, and providing accounting advice to various ministries on an ad hoc basis, including reviewing and advising on ministry position papers. You will work as part of a supportive team of Managers, who ensure adherence to Public Sector Accounting Standards (PSAS). Your research skills will be put to work when reviewing legislation, directives, accounting policies and standards and doing cross-jurisdictional scans to determine the appropriate advice to give. You will also play an important role in providing support for the Corporate Consolidations and Reporting team in the preparation of consolidated financial statements, including analyzing, interpreting, and reconciling the financial information. Our objective is to facilitate consistency in the application and interpretation of accounting policies across government.


Manager, Corporate Consolidations & Reporting:
Our Corporate Consolidations and Reporting branch lead the preparation of some of the government’s accountability documents including the Consolidated Financial Statements, the Report of Selected Payments to MLAs and the Blue Book. In this role, you will lead the delivery of corporate financial reporting and assist in the preparation of responses and briefing materials for internal and external stakeholders such as the Controller, Deputy Minister or Minister, and the Provincial Audit Committee. You will provide direction for the preparation and analysis of monthly, quarterly and annual financial reports which are integral components of the government’s accountability documents. You will provide a leadership role, through strong technical support and administration (oversight and coordination) of the government’s financial system 1GX, for the application of corporate processes across the government’s budgeting, forecasting, and reporting systems. In this role, you will also provide support to the Financial Accounting and Standards team in the development of government accounting policies to ensure the government is accountable within the recommendations of the Public Sector Accounting Board and is adhering to generally accepted accounting principles.

Qualifications

A University degree in Business, Commerce or other related field followed by a minimum of four (4) years of progressive related experience in Accounting and/or Finance is required.

An accounting designation (CPA or legacy designations CA, CMA, CGA) and proficiency with Microsoft Office software applications (Excel, Outlook, Word, and PowerPoint) are also required.

In-depth knowledge of Public Sector Accounting Standards, International Financial Reporting Standards, and other accounting standards is preferred.

Assets include:

  • Experience with interpretation, development, or application of accounting policies
  • Experience working in a public sector
  • Experience in a financial management/advisory role
  • Experience with providing technical support and administration of a financial enterprise system

Equivalencies may be considered: Masters level training in Commerce or Business or other related areas, plus two years of related experience.

Salary

$3,062.51 to $4,121.25 bi-weekly ($79,931-$107,564/year)

Notes

This is a permanent, full-time position working 36.25 hours per week, Monday to Friday.

Currently, due to COVID work restrictions, many employees are working from home. Employees working from home must be working from an Alberta location. Once working from home restrictions are lifted, these positions will be located in Edmonton.

Candidates with lesser qualifications may be considered at a lower classification and salary. This competition may be used to fill future roles at the same or lower classifications.
