Job Summary

Take a lead role in developing creative management solutions to strategic resource management issues

The Ministry of Water, Land and Resource Stewardship (WLRS) is accountable for integrated land and natural resource management, including objective setting for land and marine environments, effectively managing cumulative effects, and advancing reconciliation with Indigenous peoples, environmental sustainability, and economic resiliency.

Land and water use planning are part of a suite of approaches that the Ministry can use to sustain important ecosystems and processes, resolve resource use issues and enhance certainty for environmental and economic goals. They are underpinned by socio-economic analyses, as well as assessment and monitoring of the condition of natural resource values.

Cumulative Effects are changes to environmental, social and economic values caused by the combined effect of past, present and potential future human activities and natural processes. British Columbia’s cumulative effects framework is a set of policies, procedures and decision-support tools that helps identify and manage cumulative effects consistently and transparently across British Columbia’s natural resource sector.

The Land and Resource Specialist can be involved in a variety of provincial policy initiatives related to land use and natural resource management, playing a key role in their implementation and monitoring. The role offers an opportunity to advance reconciliation with Indigenous peoples, and can provide direction for forestry, energy development, water and ecosystem protection, recreation activities and other resource use decisions.

Job Requirements:

• Registered, or immediately eligible for registration, as a fully licensed professional with the British Columbia professional association as required by the specialty area (i.e. Forest Professionals BC, BC Institute of Agrologists, Engineers and Geoscientists BC). Note: immediately eligible for registration is defined as being able to transfer a current membership from an applicable jurisdiction to the BC association within six (6) months of employment. Confirmation of registration/eligibility is required before an offer of employment can be made.
• A Bachelor’s Degree (or higher) in a natural resource management field (e.g., forestry, geography, agrology, environmental science, geology, natural resource management) or an equivalent combination of education/training, with a minimum of three (3) years’ experience working in a relevant natural resource management discipline. Note: preference may be given to those with recent (within the last 5 (five) years) experience dealing with complex and relevant natural resource issues.
• Demonstrated recent (within the last 5 (five) years) and relevant experience managing technical and/or professional staff in natural resource management in a direct, matrix or project management environment.
• Demonstrated recent (within the last 5 (five) years) experience in a multiple stakeholder and partner environment, understanding perspectives, conflicts and facilitating and /or developing solutions.
• Demonstrated recent (within the last 5 (five) years) experience related to First Nations consultation, collaboration and relationship building.
• Valid BC Class 5 Driver’s Licence or equivalent.

Preference may be given to those with one (1) or both of the following:

• Demonstrated recent (within the last five (5) years) experience with analyzing, distilling, and communicating, using a variety of approaches, complex natural resource information to various audiences including decision-makers, Indigenous communities, stakeholders and laypersons.
• Demonstrated experience or recent training in the use of online/geospatial applications to analyze and/or communicate complex geospatial.
• Demonstrated experience working on complex land use planning, or relevant natural resource management, or related policy initiatives.

Flexible work options are available; these positions may be able to work up to 2 days at home per week subject to an approved Telework Agreement.
