Job Summary

Reporting to the Manager, Traffic Engineering, you will be responsible for undertaking road safety audits, analyzing data, preparing reports and making recommendations; investigating and responding to road safety inquiries; provide support for the administration of project contracts; assisting with the implementation of new policies; and providing technical support to meet Corporate, Commission and Department objectives.

Key Responsibilities

  • Responsible for overseeing day-to-day operational issues; analysis of vehicular and pedestrian traffic data.
  • Maintain the traffic operations database (TES); conduct transportation data collection and analysis.
  • Review and optimize traffic signal timing plans and networks using Synchro, SimTraffic and HCS software.
  • Assist the Manager in administering Markham’s traffic safety programs and initiatives, including education, enforcement and engineering strategies.
  • Assist with the school crossing guard and annual traffic count data collection programs.
  • Provide support with the implementation of Active School Travel (AST) initiatives
  • Attend public, Committee and Council meetings as required; work outside regular business hours as required.
  • Regularly undertake comprehensive technical studies; organize data in a structured traceable and proficient manner.
  • Develop creative and innovative problem solving solutions.
  • Review and critique technical reports and engineering drawings; create formal reports, by-law proposals, and presentations for Council and public meetings.
  • Ability to work effectively with all levels of municipal staff, developers, engineers, planners, other professionals and the general public.
  • Regularly demonstrate knowledge and ability in corporate core competencies including customer service, communication, teamwork, initiative/ self management and accountability and flexibility/ adaptability.
  • Continuously exercise critical thinking during the execution of all key duties and responsibilities.
  • Other duties as assigned.

Minimum Education & Experience Required

  • Possess a university or college diploma in Transportation Engineering or related discipline.
  • Eligible for certification as a Certified Engineering Technologist (CET) or similar professional designation.
  • Minimum 3 years related experience.
  • Thorough practical knowledge of transportation/traffic engineering.
  • Thorough knowledge of the Highway Traffic Act, Ontario Traffic Manual, Highway Capacity Manual, and other applicable Transportation manuals and guidelines.
  • Effective communication skills to respond diplomatically to inquiries and complaints and provide explanations in a non-technical manner.
  • Computer skills and knowledge of software such as MS Office, Outlook, computer-based traffic engineering applications such as TES, Synchro, SimTraffic and HCS.
  • Ability to provide verbal and written complex technical explanations and correspondence, including reports to supervisory staff and Committee.
  • Possess a strong background in traffic engineering or operations, including traffic analysis (intersection capacity analysis, applying traffic control warrants) and field studies (speed studies, origin-destination studies).
  • Familiarity with basic traffic signal operations and knowledge of related Acts and legislation.
  • Must possess a valid Class “G” Ontario Driver’s License and reliable personal vehicle to use for work-related purposes.
