Role

Reporting to the Executive Director, Financial Planning, this position provides leadership and direction in developing the Ministry’s three-year fiscal plan; preparation of the Department’s multi-billion dollar annual budget; development of strategic options and recommendations to address financial issues / funding pressures; leads the creation of quarterly financial forecasts as required by the Fiscal Planning and Transparency Act; creates and updates financial planning policies and procedures; conducts financial analysis on Department budget plans and other Department initiatives to enhance informed decision making.

These requirements are met by managing budget and forecast procedures for diverse and complex program areas such as the Health Workforce Planning and Accountability Division, Pharmaceutical and Supplementary Benefits Division, Public Health and Compliance Division, Health Service Delivery Division, Health Information Systems Division, Financial and Corporate Services Division, and the Health Standards, Quality, and Performance Division. Some of the complex budget strategies to manage include dedicated revenue initiatives, in addition to, cost driven, demand driven and economic driven programs. This position is fundamental in ensuring that the ministry meets all Treasury Board budget, forecast, and ad-hoc deadlines.

The successful candidate will possess strong analytical skills and be able to demonstrate a high level of competency in achieving results through hard work and dedication. Strong leadership skills as well as excellent written and verbal communication skills will be critical for success in this position. Knowledge of PSAB, the Financial Administration Act and other related legislation, policies and procedures being an asset to ensure that the successful candidate possesses the skillset to be successful in this role.

Key responsibilities include:

  • Providing strategic financial advice and support to the Senior Management Team concerning planning and preparation of the Ministry’s annual budget;
  • Leading, coaching and developing staff on the resolution of issues and application of policy/legislation while building capacity and ensuring service excellence is achieved.
  • Coordinating the preparation of the Ministry’s annual expense and revenue budgets and 3 year fiscal targets;
  • Leading the preparation of quarterly fiscal updates to Treasury Board.
  • Representing the Ministry on cross-ministry committees working on financial planning matters.

Qualifications

A University degree in related field including but not limited to Business Administration or Commerce is required. A professional accounting designation plus a minimum of 4 years’ progressively responsible experience in financial planning is required.

Preference will be given to candidate who have the following experience:

  • Experience providing leadership, mentorship, and motivating a professional team;
  • Experience in budgeting and forecasting;
  • Experience with complex financial systems;

Experience working with the Government of Alberta Acts, legislation, policies and procedures would be considered an asset.

Related experience or education may be considered as an equivalency on a one for one basis.

$4,037.95 to $5,127.61 bi-weekly
