BUSINESS SERVICES MANAGER (FINANCE, LANDS AND POLICE)

Our Finance, Lands and Police Department has an exciting opportunity for a strategic thinker to join our management team. We are looking for an individual who is innovative and also has a passion for developing and enhancing policies, processes, procedures and internal controls as well as optimizing the use of technology in order to pave the way for the future of our organization. The fun doesn’t stop there; in addition, you will have an opportunity to be the departmental liaison between your peers within the department as well as across the organization. We are looking for a leader that can excel in developing strong business relationships and be part of the organization’s collective focus on continuous improvements across the City.

In this role you can look forward to working on developing municipal policies, processes and procedures, reviewing and leading changes that optimize the use of our financial systems, reviewing and auditing internal controls, and being a partner in the City’s public safety initiatives. Reporting to the General Manager Finance, Lands & Police, the ideal candidate will have strong written and verbal communication skills, excellent critical thinking skills, and ideally a background or skillset related to finance. This will be supported by excellent interpersonal skills and a natural ability to build and maintain effective working relationships. This individual will also be highly organized with a proven ability to manage multiple concurrent projects and demands, including identifying stakeholder interests, budget constraints, competing organizational priorities, and other strategic tools and techniques. This position will play a key role in supporting organizational success by leveraging their work to champion the City’s continuous improvement goals and business plan priorities. This is an exciting opportunity for an individual interested in a creative matrix between people, policy and process.

The ideal candidate will have a University degree in a discipline such as Business Administration, Commerce or Finance complemented by a CPA designation and a minimum of 5 years related experience in a strategic management role. An equivalent combination of education and experience will be considered. Project Management certification or experience within a municipal or regional government setting would be considered an asset. ADDITIONAL REQUIREMENTS:

  • Experience developing and leading divisional strategies and work plans;
  • Advanced research, analytical and problem solving skills, with an ability to identify and effectively communicate findings to a wide-variety of audiences;
  • Experience in implementing policy and operational changes within a complex organizational environment.
  • Ability to adapt to a continually evolving environment centred around a team-focused, fast-paced workplace design;
  • Track record of success in promoting and maintaining a work environment which fosters and rewards teamwork, initiative, accountability, diversity and innovation;
  • Strong financial skills through experience managing budgets, analyzing expenditures and familiarity with the costs and framework of service agreements;
  • Experience working within or alongside local government teams, other public sector organizations and external stakeholders will be considered an asset;
  • An understanding of the strategic direction of the City.
