Job Summary

Reporting to Manager of Facilities and Energy, the Corporate Security Services Coordinator is responsible for the leadership, coordination, support and continuous improvement of the City’s corporate security portfolio and risk management. This role will manage the maintenance, operation and service of various City intrusion systems as well as fire safety systems and the annual regulatory compliance.


The Corporate Security Services Coordinator will also be responsible for threat assessments and the associated strategies to mitigate potential security risks. The position will work closely with City departments to help develop policies and standards relating to CCTV, site/building access control, incident and investigation resolution and ongoing management of programs. This position will liaise with multiple internal and external business partners, manage the City’s third-party security contract and oversee the implementation of capital and operational security projects.

Duties and Responsibilities

Security Operations

  • Oversee and manages the City’s security service contract(s).
  • Maintain records and documents for all security-related occurrences.
  • Investigate critical incidents and develop action plans to mitigate future occurrences.
  • Participate in security and safety risk assessments.
  • Regularly liaison with the security service provider to ensure the security needs of the corporation are being met.
  • Remain current on security technologies and trends to ensure best practices are maintained at the City.
  • Review and implement, in conjunction with the security provider the security recommendations outlined in the City commissioned Security Review Report.
  • Develop, track and report Security KPI’s based on the recognized needs of the corporation.
  • Provide advice and guidance on security services regarding security-related policy and procedure adherence and best practices.
  • Works in partnership with City interested and affected parties, to provide a proactive, service-oriented, best-practice approach to corporate safety and security.
  • Develop, maintain and cultivate good relationships with internal and external business partners including but not limited to Niagara Regional Police Services.
  • Ensure staff have their security requirements met at all facilities, properties, events and meetings.
  • Support the City in the planning, developing, managing, and evaluating of all security services and emergency planning initiatives.
  • Provide evidence at any judicial proceedings as required.
  • Act as a resource when required to support emergency operations under the incident management structure.
  • Attend the workplace afterhours occasionally if an incident requires immediate attention.

Administrative

  • Track, submit and manage corporate security requests to ensure appropriate security staffing is in place to meet the City’s needs.
  • Ensure security invoices match the services provided to the City and that security costs stay within budget.
  • Support the preparation of educational crime prevention and awareness programs for staff, and the public on emergency preparedness and safety procedures.
  • Participate as an active member of the City’s Joint Health and Safety Committee.
  • Manage service contract renewals for the intrusion alarm systems, fire alarm systems and fire safety plan documentation for City’s facilities and properties.
  • Work in conjunction with various City departments to ensure that CCTV and Card Access is meeting the security needs of the corporation.
  • Respond to, investigate, follow-up and report on all intrusion alarms citywide.
  • Review daily security reports and act on them accordingly based on their severity and risk to the City.
  • Perform other similar and related duties as required.
Position Requirements
  • Post-secondary diploma in Security Management, Police Foundation/Science, Law Enforcement, Law and Security Program or related field. Equivalent combination of education and experience may be considered.
  • Minimum of five (5) years of progressive experience in security management in a large-scale multi-function environment.
  • Crime Prevention Through Environmental Design qualified (CPTED), or able to obtain the qualification within the first year of service.
  • Knowledge of the Criminal Code, applicable Provincial statutes and Municipal By-Laws, Ontario Fire Code, WHMIS, FIPPA, and Ontario Privacy Act.
  • Valid First Aid/CPR C certificate, or willing obtain.
  • Proficiency with Microsoft 365 applications.
  • Knowledge of/experience with basic investigative techniques
  • Requires knowledge of CCTV systems and associated recording/storage devices.
  • Demonstrated ability to take charge in emergencies, remain calm in emotional and confrontational situations, and maintain confidentiality at all times.
  • Strong oral and written communication skills, including the ability to prepare and deliver presentations and write plans, procedures, reports, and briefing materials.
  • Strong negotiation, conflict resolution, critical thinking, and mediation skills.
  • Ability to meeting the physical demands of the position which include occasional climbing, bending, stooping and lifting.
  • Valid Ontario Driver’s license, Class “G”, with a clean driving record.
  • Proven completion of Ministry of Labour Worker Health and Safety Awareness training.
  • A demonstrated commitment to enhancing a safety culture.

Special Requirements

  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
