Position Summary

The duty and responsibility of the Child Protection/Prevention Worker is to identify children who are at risk of or being maltreated by any person who is in a capacity of loco-parentis and intervene to remediate the issues/conditions that exist within the family which cause that child/ren to be in need of protection as per legal mandate of the Saskatchewan Child & Family Services Act. The Child Protection/Prevention Worker works as part of a larger community human resource team in determining community child protection and family support service needs. The Child Protection/Prevention Worker will work from a strengths based, family centered model, ensuring services are holistic in nature, empowers families to adequately care for their children and reflective of the traditions, customs values and language of the Dene’ and Cree people.

Responsibilities

Child Protection/Prevention Role:

Case Management:

In consultation with a CFS Supervisor the Child Protection/Prevention Worker shall be primarily responsible for all case management with regards to child protection, family support and child care cases in their charge.

Program Development:

Provide ongoing feedback to the Child Protection/Prevention Supervisor regarding the effectiveness or need for alternate administrative systems, structures and processes, barriers to effective service delivery and un-serviced needs of children and families, necessary to support effective an efficient program administration, service delivery and accountability measures

Administration:

Follow and abide by all CFS policies, procedures, protocols, standards and agreements and apply effective case management skills necessary to deliver high quality, effective child protection services.

Child Enhancement Role:

Administration:

Case Management duties that include ongoing assessment and documentation of the developmental needs, abilities and progress of the children and youth in care.

Placements:

Maintaining children in residential placement in their communities, working with birth, extended families, and other agencies to maintain connections/reconnect children and youth with their families and culture.

Referrals:

The worker will refer children and youth to appropriate community resources, providing support and guidance to foster parents and other care providers, working in consultation with community agencies to achieve appropriate academic or remedial programs for children and youth.

Alternate/Foster Care Role:

  • Develop a variety of large-scale community based recruitment campaigns to recruit family placements for children with a wide range of needs. Ensure resource recruitment is an on-going process that utilizes a variety of mediums.
  • Provide prospective alternate care families with sufficient information and understanding that allows them to make informed decisions about participating in the alternate care delivery system and adhering to the alternate care program requirements.
  • Identify family criteria for approval as caregivers and provide recommendations on whether or not the applicants meet the required standards for approval.
  • Conduct collaborative/individual comprehensive assessments on potential kinship families in assessing their capabilities in caring for children.
  • Conduct annual alternate care home reviews to ensure care providers continue to meet service standards.
  • Implement and deliver specified formal pre-service training, and other training that identifies/documents individualized training needs for alternate caregivers.
  • Participate and assist in the ongoing development, design, and expansion of services and procedures required to meet the individual needs of children and families. Make recommendations for ongoing policy development and revisions.

Qualifications

Mandated duties:

  • Follow protocol as mandated by Child and Family Services Act and abide by Family Centered Manual and Children’s Services Manual.

Community Development:

  • Support, participate in, and provide leadership and advocacy in community planning processes (Human Resource Teams) regarding the ongoing development of service to children and families.
  • Provide public education as required. (Child Abuse Protocol and Emergency Duty Training.)

Required Education, Knowledge, Qualifications and Experience:

  • Bachelor Degree in Social Work/Indian Social Work from a recognized university.
  • Relevant experience in Child Protection/Prevention Program.
  • Should have knowledge on child development and the impact of abuse and neglect, disability and other special needs, and attachment issues as it relates to matters in child welfare services.
  • Should have the ability to understand family dynamics (i.e. strengths, deficits, ancestral clan trends, acceptance/support from the community, etc.) conduct genogram/family clan research and possess good, culturally appropriate interviewing skills.
  • Demonstrated knowledge awareness of cultural diversity amongst aboriginal communities.

Required Skills and Abilities:

  • Working with minimal supervision and prioritizing multiple demands.
  • Demonstrating initiative and adaptability.
  • Excellent organizational skills; Interpersonal skills; & Communication skills.
  • Proficient with computers, i.e. Microsoft Office: Word, Excel, PowerPoint and Outlook
  • Preference will be given to individuals who speak either Cree or Dene.
  • Willingness to travel extensively and possession of a valid driver’s license.
  • Must be willing to work flexible hours with extensive travel involved.
  • The ability to speak and understand Cree and/or Dene is a definite asset.
