Job Summary:

The Financial Planning Division within the City of Toronto provides timely, objective advice and information to Council and management staff of City divisions, agencies, boards and commissions, to ensure both the financial integrity of the Corporation, and the optimal balance between efficient, effective services levels, and levels of taxation and user fees.

Reporting to the Manager Financial Transformation, the Business Systems Analyst will support the Financial Planning Division’s Budget Tool Revitalization initiative. This initiative aimed to procure a new single cloud-based, enterprise-wide financial (budget) planning solution will replace two current systems used for the operating and 10-year capital budget and plan. The transition to the new planning solution is intended to facilitate a re-design of City budget processes to align with best practices, and strive for standardization across all City programs and agencies.

As a Business Systems Analyst, you will support the analysis and documentation of current business processes and provide advice on current processes re-engineering following the principles of standard best practices. As a key player in IT system configuration meetings you will provide a financial planning business perspective, support the development of functional specifications and documentation, and assess the best alternatives related to the implementation of the budget solution functionalities.

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Documents and analyzes business processes, system requirements, screens and report layouts, input costs and output levels, and conducts data flow analysis and business process modeling.
  • Conducts business and technical analysis to assess the information gathered and evaluates existing as well as proposed system modifications, including written and oral assessments of performance, cost benefit analysis, legislated requirements, maintenance and optimization; and recommends changes accordingly.
  • Ensures quality assurance procedures and quality control measures are adhered to in the management of IT design and implementation activities. Ensures that the divisional performance objectives comply with the established divisional goals of automation and legislative compliance.
  • Acts as first point of contact, providing IT business support, consultation and coordination to all divisional units.
  • Conducts studies on the feasibility of integrating technology and related processes to deliver a range of support services to clients.
  • Provides specialized design services, technical advice and expertise to support divisional units.
  • Develops and presents effective concepts, designs, templates, and reports to management, supporting recommendations on changes in technology solutions, business methods and business processes, including appropriate staffing levels and resource allocation.
  • Develops or contributes to project artifacts, including business requirements, stakeholder requirements, technical requirements and transition requirements.
  • Participates in request intake, initial assessment, requirements collection, feasibility study, business analysis, preliminary and detailed solution design, implementation, quality assurance and evaluation of capital work and operational changes and projects.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Develops various purchasing related artefacts including business cases, project charters, project plans, Request for Proposal (RFP), and Request for Quotation (RFQ) documents.
  • Liaises and coordinates with divisional and corporate support sections and tracks procedures and policy compliance associated with project deliverables.
  • Works with City of Toronto staff, consultants and contractors during development and implementation stages to ensure quality delivery, control and compliance with the division’s strategic goals and guidelines.
  • Analyzes work performance of internal and external service providers with respect to quality, timeline, cost and completion of required tasks.
  • Assists various stakeholders with project-management related tasks and portfolios from inception to completion.
  • Works collaboratively with work teams associated with the initiative.
  • Provides technical guidance, advice and functional business analysis and expertise to work teams and clients.
  • Provides support on training initiatives, new/change processes related to the new planning solution.

Key Qualifications:

  • Post-secondary education in Computer Science, Engineering, Business, Public Administration or a related discipline, or an equivalent combination of education and/or relevant experience.
  • Considerable experience working on large-scale IT solutions projects.
  • Considerable experience with business process reviews, development, documentation, and recommendations.
  • Considerable experience facilitating sessions or workshops to identify current state and optimal processes, producing process models, use cases and documenting users, business, technical and transition requirements.
  • Considerable knowledge and experience on enterprise-wide financial and budgeting systems. Experience in working with cloud-based systems would be an asset.
  • Ability to learn a new system/process without guidance, by exploring and reading documentation.
  • Ability to be creative and to generate innovation solutions to resolve business issues.
  • Strong written and oral communication skills, including the ability to present and compose written documents appropriate for technical and non-technical audiences, at all organization levels.
  • Strong interpersonal and problem-solving skills with a demonstrated ability to establish and maintain effective internal and external stakeholder relationships.
  • Experience using a variety of software packages including MS Office (e.g. Word, Excel, and PowerPoint), MS Visio, and project management software (e.g. MS Project).
