Director, Building Codes and Standards

Building construction accounted for approximately $20 billion of Provincial GDP and $30 billion of investment in 2019. It is among the top contributors of goods-producing industries, outranking mining, oil and gas extraction, forestry, agriculture and manufacturing industries.

The Building & Safety Standards Branch creates the policy and regulatory environment within which this key industry operates. We do this by enacting codes and standards and by stewarding industry partners, other Ministries, inter-provincial and territorial counterparts and other levels of government that influence or regulate what is often referred to as “the built environment.”

The Branch also plays a key role balancing stakeholder interests in social and economic policy issues by establishing appropriate regulatory measures for newly constructed buildings, existing buildings and technical systems in areas such as safety, accessibility for persons with disabilities, energy and water efficiency, community resiliency via earthquake resistance and climate action, and competency requirements for certain professions.

The Director is responsible for strategic policy pertaining to the building regulatory system and ensuring that acceptable standards of health, safety, fire and structural protection, accessibility and energy and water efficiency in buildings are established and maintained primarily through building codes and related regulations.

The position leads strategic policy projects and initiatives that respond to government mandates and emerging issues for the building regulatory system including the renewal of existing buildings, implementation of codes and standards, compliance and enforcement by qualified building officials, assurance by registered professionals, innovation in design (including use of mass-timber materials), climate action (mitigation and adaptation), and facilitation of market transformation through partnerships and leadership initiatives of local and First Nation governments.

A member of the Branch Management Team, the position shares responsibility for employee engagement, supervision and coaching, implements the Branch Strategic Plan, prioritizes project and process activities, allocates human resources in a “matrix” staffing environment, upholds quality management, and provides strategic direction for corporate functions of the Branch.

The position is a stakeholder engagement specialist, consulting and engaging organizations and key influencers in the building regulatory sphere to identify proposals that maximize the public interest in alignment with government mandates and emerging issues.

The Director leads the Strategic Policy team, supervises the Manager, Policy and Regulation and builds, maintains, and plans for the succession of the team’s core capacity and competencies, vital for the maintenance and continuous improvement of BC’s building regulatory system.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • A bachelor’s degree in architecture, engineering, building science/technology, law, public administration or related area and a minimum of five (5) years of related experience.
  • An equivalent combination of education and experience may be considered.



Recent, related experience must include the following:

  • Experience in the development/construction sector or in codes and standards development.
  • Experience working with senior officials, various levels of government and industry stakeholders to provide advice and recommendations.
  • Experience leading the development and implementation of strategic initiatives and policies in the public sector, in work related to construction, land use, or sustainability planning.
  • Experience leading the development and analysis of legislation and regulations.
  • Experience leading project teams, including supervising and coaching technical and professional staff.

Preference may be given to candidates with experience in one or more of the following:

  • Experience in public engagement including indigenous communities.
  • Experience with the development of building codes and standards.
  • Experience with risk management models.
  • Experience with educational program delivery.
