The Gaming Policy and Enforcement Branch (GPEB) regulates all gambling in British Columbia and ensures the integrity of gambling industry companies, people, and equipment. This includes regulatory oversight of commercial gambling conducted and managed by the British Columbia Lottery Corporation (BCLC) (e.g. lotteries, casinos, community gaming centres, commercial bingo halls and online gambling on PlayNow.com), British Columbia’s horse racing industry, and licensed charitable gambling events. GPEB is also responsible for the administration of Gambling Support BC and, through their programming, for reducing harms from gambling products.

The Senior Investigator, Financial Integrity and Cross-Jurisdictional Liaison is responsible for leading the Financial Integrity investigations and cross-jurisdictional liaison for Corporate Registration in the Licensing, Registration and Certification (LRC) division. This position provides direction to staff in conducting investigations into the suitability of persons and companies applying to operate in the gaming industry in British Columbia. The position also leads the investigation team in conducting investigations with a particular focus on financial integrity and working in conjunction with law enforcement and regulatory agencies while working in partnership with the Senior Investigator, Investigation Standards. The position is held accountable under the BC Police Act and the Public Service Act. The Senior Investigator is delegated the responsibility for making decisions regarding the registration of persons and/or companies providing gaming services in British Columbia. In addition, the position makes decisions on gaming services providers under the Gaming Control Act.

Job Requirements:

  • Related bachelor’s degree or diploma, AND a minimum of five years * of related recent (within 5 years) experience. An equivalent combination of education and experience may also be considered.
  • Related experience includes:
    • Regulatory investigative experience, preferably with a background in compliance, integrity, fraud, financial or other relevant areas of inspection or investigation OR experience as an auditor conducting financial investigations or regulatory audits.
    • Experience and/or extensive file management experience for example leading teams in conducting complex financial investigations or audits.

Preference may be given to candidates with:

  • Work experience related to corporations and knowledge of corporate governance standards.
  • Work experience developing and implementing project plans, managing financial resources and risk assessments
  • Experience facilitating team strategy and development sessions
  • Experience in process improvement and the transition of regulatory teams from a traditional to a modern regulatory framework
  • Experience in developing and maintaining stakeholder relationships
  • Experience exercising sound judgement and making administratively fair decisions.
  • Experience planning, organizing and managing multiple files and assignments.
  • Experience using Microsoft Office Excel with high proficiency at the intermediate or advanced level.
  • Experience analyzing and understanding complicated documents such as legislation, court documents, legal contracts, financial statements, tax returns or corporate securities filings.
  • Experience in providing direction and guidance in the application of administrative law in a regulatory or enforcement setting.
  • Preference may be given to candidates with experience in internal or compliance audit.

  • Must be able and willing to travel locally, nationally and internationally and be prepared to work irregular or extended hours during times of travel.

Flexible work options are available; this position may be able to work up to 4 days at home per week subject to an approved telework agreement.
