The Independent Investigations Office (IIO) is an independent civilian-led agency with jurisdiction to investigate police-related incidents of death or serious harm to determine whether or not an officer may have committed an offence. The Police Act creates the IIO and defines its powers. The IIO reports to the Attorney General; however, investigations and decisions are operationally independent of the government. The IIO has jurisdiction over all provincial policing agencies, including municipal police agencies, the RCMP, the South Coast BC Transportation Authority Police Service, and the Stl’atl’imx Tribal Police Service. The IIO’s jurisdiction also extends to officers appointed as special provincial constables, municipal constables, and includes on- and off-duty officers.

The Manager, HR and Operations, manages the human resources, financial operations, overall training delivery including the Oversight Certification Program and related program support, of the Independent Investigations Office of BC. The Manager works closely with executive and directors to ensure HR programs, financial operations and investigative training needs are integrated and well supported.

You monitor performance and provide feedback, coaching and mentoring as needed. Highly organized and detail oriented, you are a natural problem solver and an analytical thinker. If you can work independently but successfully establish and maintain links to staff and outside agencies and are ready for an exciting new challenge, we encourage your application.

Job Requirements:

  • Post-Secondary Degree or higher in a related field (Human Resources, Public Administration or Business Administration, IT) andtwo years of progressively responsible strategic human resource / organization development experience in a large, complex organization; OR
  • Post-Secondary Diploma in a related field (such as Human Resources, Public Administration or Business Administration, IT) andfour years of progressively responsible strategic human resource /organization development experience in a large, complex organization.
  • Minimum two years’ Human Resources experience.
  • Minimum two years’ experience supervising multi-disciplinary operational staff.
  • Minimum two years’ experience in Labour Relations.
  • Experience in financial operations.
  • An equivalent combination of related education and experience may be considered.


Preference may be given to:

  • Applicants with experience using PeopleSoft.
  • Applicants with two years’ supervisory experience in financial operations.
  • Applicants with experience in management of Information Technology plans, and experience addressing technology issues.
  • Applicants who have Indigenous heritage (First Nations, Metis or Inuit) with the required combination of education and experience.

Flexible work options are available; this position may be able to work up to 2 days at home per week subject to an approved telework agreement.
