What can I expect to do in this role?

In this role, you will perform a range of activities related to planning, designing, developing, and launching corporate and operational systems that support the agency’s business, with a special emphasis on its wastewater surveillance laboratory proficiency testing program.

  • Please note that the official job title of this position is “Business Analyst.”

What we are looking for:

Knowledge
  • Knowledge of design, development, and implementation of software and hardware solutions, systems, or products; demonstrated project management skills.
  • Knowledge of computer technologies including operating systems, application software and networks; internet technology to identify and assess information technology options for agency, evaluate software/hardware and recommend cost efficient solutions.
  • Knowledge of workflows and business process mapping.
  • Knowledge of methods/techniques for systems analysis, design and development needs.
  • Knowledge of statistical methods and analysis.


Skills and Abilities

  • Analytical, mathematical and problem solving skills to gather information on programs, services and business strategies to define systems and information technology requirements.
  • Lead systems evaluation and business case to support the growing needs of the organization.
  • Ability to conduct research into systems issues and products.
  • Ability to communicate ideas in both technical and user-friendly language.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment.
  • Strong customer service skills to explain systems development process to clients, interview users and gather information required to clarify needs and desired system changes and explain systems development recommendations.
  • Develop standard operating procedure documentation for various tasks and processes.
  • Conduct training programs and walkthroughs for users on various tasks and processes.
  • Good oral and writing skills to prepare and present business cases to make recommendations for the need of particular systems software, technology, write systems documentation, prepare user manuals and guidelines.
  • Experience working in a team-oriented, collaborative environment.
  • Ability to capture and translate business requirements into functional and non-functional system specifications for stakeholder review and approval.
  • Working with project team to create and maintain project collateral include project change requests, action items and project status information.
  • Proficient in software applications such as Word, PowerPoint, Excel and database packages to monitor, review, evaluate, conduct analysis and develop correspondences, presentations and reports.
  • Proficient knowledge of SQL and related tools.

The Ontario Clean Water Agency is an agency of the Province of Ontario, reporting to the Ministry of the Environment, Conservation and Parks. In 2023, OCWA staff treated water and wastewater, and provided other technical services for 318 clients in the province including 169 municipalities, 16 First Nations, 108 commercial and industrial clients and 25 government and institutional clients. Municipal clients range in size from populations as large as 1.5 million in the Region of Peel to as small as 2,400 in Moose Factory. This broad scope of experience ensures OCWA has the expertise to solve any issues that may arise, in any size or type of treatment process in the province.
