The Employment and Labour Market Services Division supports all British Columbians in achieving sustainable employment. To help those in need find and maintain employment, the division works with contracted service providers to provide job search resources, employment planning, skills assessment, training, work experience and more.

The Community and Employer Partnerships (CEP) Team and Contract Lead (TCL) reports to the CEP Manager and is responsible for leading a team of AO21 Contract and Partnership Agents in assessing, negotiating, and managing CEP funding agreements. The TCL provides leadership and guidance to their team, ensures quality contract management, planning and budget management, as well as approvals of leave, and development support. There are two CEP TCLs responsible for up to 21 Contract and Partnership Agents and approximately 80 shared cost agreements.

Job Requirements:

  • Post-secondary degree in a related field (such as public administration, social sciences or commerce), and one (1) year *related experience; OR
  • Diploma in a related field (such as public administration, social sciences or commerce) and two (2) years *related experience; OR
  • Certificate in a related field (such as public administration, social sciences or commerce) and three (3) years *related experience; OR
  • An equivalent combination of education, training and experience may be considered.


  • Related experience must include all of the following:
  • Experience with WorkBC employment services and the relationship to labour market and other employment programs and services.
  • Experience supervising staff and/or leading project teams.
  • Experience working in a service delivery environment.
  • Experience building and maintaining effective, collaborative, trust-based relationships with individuals in various roles throughout an organization.


Preference may be given to applicants with the following:

  • Experience working with government’s core policy and procedures as it relates to contract management.
  • Experience working effectively in a team environment and building relationships with partners including Indigenous Communities.
  • Experience leading and managing organizational changes.
  • Experience in budget and financial management including budget development, forecasting and monitoring.
